Location: Fareham
Contract: 3-month temporary contract (potential to extend)
Salary: £44,013 - £48,766 (pro rata)

We are currently supporting a local authority in Fareham with the recruitment of an experienced Procurement Manager on an initial 3-month contract, with potential for extension.

This is an excellent opportunity to step into a high-impact role, leading procurement activity across a broad range of council services while contributing to strategic improvements.



The Role

Reporting into senior leadership, you will take responsibility for the day-to-day delivery of procurement services, ensuring compliance, efficiency, and best practice across the organisation.

Key responsibilities include:

  • Leading compliant procurement processes in line with legislation and internal policies

  • Supporting the delivery and ongoing development of the Procurement Strategy

  • Advising senior stakeholders on procurement routes, frameworks, and market approaches

  • Managing the procurement pipeline and coordinating with service leads

  • Leading end-to-end procurement activity across both straightforward and complex projects

  • Delivering procurement training and guidance to internal teams

  • Ensuring compliance with the Procurement Act 2023, including transparency requirements

  • Supporting contract management, including performance monitoring and issue resolution

  • Managing supplier engagement, including due diligence and market interaction

  • Overseeing the e-procurement system and contract register

  • Monitoring performance and driving continuous improvement

  • Line managing procurement staff

You will act as a trusted advisor across the council, providing practical and commercially sound procurement guidance.



About You

We are seeking a procurement professional who can quickly embed into a public sector environment and deliver results.

You will have:

  • A relevant procurement qualification with at least 18 month's post-qualification experience

  • Experience working within public sector procurement (local authority experience desirable)

  • Strong understanding of procurement legislation and frameworks

  • Ability to manage multiple projects and priorities effectively

  • Strong stakeholder management and influencing skills

  • Experience supporting or leading others within a team

  • Excellent communication and negotiation skills

  • Good working knowledge of Microsoft Excel and Word
