Working Pattern

Hybrid Working – 3 days office based / 2 days remote
Attendance at evening committee and council meetings is required as part of the role.

To lead and manage the Committee Services function, ensuring the delivery of high-quality democratic, governance, and administrative support to the Council’s decision-making bodies, including Council, Cabinet, Committees, Panels, Boards, and Working Groups.

The postholder will play a key role in maintaining transparency, good governance, and compliance with statutory and constitutional requirements while supporting elected Members and senior officers in effective decision-making processes.

Key Responsibilities

  • Coordinate and manage the work of the Committee Services Team to ensure an efficient and customer-focused service.
  • Support and oversee meetings of the Council, Cabinet, Scrutiny Committees, Panels, Boards, and Working Groups.
  • Prepare and review agendas, reports, minutes, decision notices, and briefing materials.
  • Provide procedural and constitutional advice to Members and officers.
  • Ensure decisions are made in accordance with legislation, governance requirements, and the Council Constitution.
  • Support the Monitoring Officer and related governance functions.
  • Manage and maintain statutory and governance records, including Members’ Registers and related documentation.
  • Develop and improve committee services processes and standards.
  • Work proactively with elected Members to support their roles and promote good governance.
  • Ensure effective support for partnership meetings and internal governance forums.
  • Attend evening committee and council meetings as required.

Candidate Requirements

Essential Skills & Experience

  • Significant experience within Committee Services, Democratic Services, or Governance in a local authority environment.
  • Strong understanding of local government law, governance, and constitutional procedures.
  • Experience supporting Council, Cabinet, Scrutiny, or Regulatory Committees.
  • Experience managing or supervising committee/governance functions.
  • Ability to provide procedural advice to senior officers and elected Members.
  • Excellent organisational, communication, and stakeholder management skills.
  • Experience preparing formal agendas, minutes, reports, and decision records.
  • Ability to manage competing priorities and work to statutory deadlines.
  • Strong IT skills including Microsoft Office and committee management systems.

Desirable

  • Experience supporting Member development and governance improvement initiatives.
  • Knowledge of modern democratic services practices including hybrid meetings and webcast support.
