Linscare are currently recruiting on behalf of Herefordshire Council for an experienced Drugs & Alcohol Needs Assessment Specialist to support a critical public health project on an 8-week contract basis.

This is an exciting opportunity to play a key role in shaping the future of substance misuse services across the county by delivering a comprehensive, evidence-based needs assessment that will directly inform commissioning decisions, service redesign and improved outcomes for local residents.

The Role

Working closely with commissioners, public health teams and key stakeholders, you will lead the development of a robust Drugs and Alcohol Needs Assessment, providing a clear understanding of local need, service performance and future priorities.

Key responsibilities will include:

• Analysing local, regional and national datasets to identify trends, patterns and emerging risks

• Assessing the scale and nature of drug and alcohol misuse across Herefordshire

• Reviewing current treatment and recovery services to identify strengths, gaps and opportunities for improvement

• Examining inequalities in access, engagement and outcomes across different communities

• Exploring key issues including relapse, continuity of care and drug and alcohol-related deaths

• Incorporating qualitative insights, including lived experience and stakeholder feedback

• Benchmarking performance against comparable local authorities and national indicators

• Producing a comprehensive evidence-based report with clear recommendations for future commissioning and service design

• Presenting findings to senior stakeholders and partnership boards

Requirements

To be considered, applicants must demonstrate:

• Significant experience delivering Public Health Needs Assessments

• Strong understanding of drug and alcohol treatment systems

• Experience working with NDTMS, OHID Fingertips and population health datasets

• Excellent quantitative and qualitative analytical skills

• Knowledge of substance misuse policy, commissioning and best practice

• Experience identifying unmet need, service gaps and health inequalities

• Ability to translate complex data into meaningful insights and recommendations

• Excellent report writing and presentation skills

• Ability to work independently and deliver within tight timescales
