Hours: Monday to Friday – 08:30am – 17:00pm
Working Schedule: 37 Hours

Experience of managing social and/or supported housing is essential.
Essential Knowledge and Experience:
In depth knowledge and proven experience of managing social and supported housing schemes including compliance with the Regulator of Social Housing standards and requirements.
Proven experience managing delegated budgets, optimising income, and ensuring efficient spending to support high quality housing and resident services.
Demonstrated leadership and management expertise, with a proven capacity to guide teams in achieving complex and occasionally conflicting objectives.
The ability to write clear business plans and policies that address identified issues and set strategic direction using evidential analysis.
Capable of performing efficiently and effectively in a high-pressure, fast-paced environment, handling challenging client behaviours with composure, and integrity.
Desirable Knowledge and Experience:
Experience working with vulnerable and sometimes challenging individuals with an understanding of safeguarding, health and safety, and risk management within a housing context.
Experience of matrix working across different teams and organisations to deliver complex and challenging housing related projects.
Professional Memberships:
Membership of a relevant professional organisation (such as Chartered Institute of Housing, Chartered Institute of Environmental Health or Royal Institute of Chartered Surveyors) is desirable.
Additional Duties Specific to this Role:
Serve as the figurehead of B&NES Homes, the Council’s provider of social and supported housing, promoting its values and behaviours within and beyond the Council.
Lead and manage a team providing a range of housing types and tenures including social housing, shared ownership and specialist supported housing schemes.
Maintain a thorough understanding of the legislative, regulatory, and best practice requirements for operating as a small-scale social housing provider ensuring all standards and reporting schedules are met.
Develop effective partnerships with partners and stakeholders, including the homelessness team, repairs team, social care teams and others to ensure the effective operation of the service.
Develop, implement and manage effective systems for the monitoring of operational performance, customer satisfaction and budget control reporting as required into corporate groups.
Where required investigate service complaints, at all levels, reporting to the appropriate panels or Heads of Service/Directors as required.
Where required coordinate responses to data requests, including freedom of information and subject access requests.
Support the development and achievement of Housing Service vision, performance goals, and objectives, ensuring that senior managers, Councillors, and partners are appropriately engaged.
The post holder primary workplace is the Civic Centre, Keynsham.
However, it is expected that they will work out of housing schemes where appropriate.
Home based working can also be used with the agreement of the Head of Service.
Additionally, the post-holder may be required to work or be available outside of regular office hours, including for evening meetings.
Degree in a relevant subject or be able to demonstrate equivalent knowledge, skills, and proven experience in the related service area.
Meet, or be working towards, the Regulator of Social Housing Competence and Conduct Standard requirements for Social Housing Managers, that is L4 or L5 in Housing Management.
