HSE Manager

12-Month Contract | Site Based | Mold, North Wales | 40 Hours per Week | PAYE (Inside IR35). 

£500–£650/day (PAYE gross per hour only inside ir35) 

Overview

Our client is seeking an experienced Senior Site HSE Manager to provide visible leadership on a major industrial construction project in Mold, North Wales. Major Carbon Capture Construction Project. 
This role is accountable for ensuring health, safety and environmental risks are effectively managed throughout project delivery. You will act as the senior HSE authority on site, driving compliance, strengthening safety culture, and ensuring robust implementation of the Project HSE Management System in line with UK legislation, international standards, and project requirements.

Key Responsibilities HSE Leadership
  • Provide visible, site-based HSE leadership and act as principal advisor to the Project Director and Site Leadership Team
  • Champion a proactive safety culture aligned with project expectations and industry best practice
  • Drive behavioural safety, workforce engagement and continuous improvement
  • Act as senior HSE point of contact for all site operations
HSE Management System
  • Develop, implement and maintain the Project HSE Management System
  • Ensure alignment with:
    • UK legislation (HSWA, CDM 2015)
    • ISO 45001 & ISO 14001 standards
    • Project HSE requirements
  • Translate governance into practical, site-level controls
Permit to Work (PtW) / Control of Work
  • Lead and oversee the Permit to Work system and permit team
  • Ensure effective control of high-risk activities including:
    • Confined space entry
    • Hot works
    • SIMOPS
    • Energy isolation / LOTO
  • Ensure clear roles, responsibilities and interfaces across contractors
  • Conduct field assurance to verify permit compliance and control effectiveness
  • Drive continuous improvement of Permit to Work and control of work systems
Contractor Management
  • Ensure contractor and subcontractor compliance with project HSE requirements
  • Monitor performance through audits, inspections and KPI tracking
  • Intervene where standards fall below expectation
  • Ensure contractors understand and deliver against site HSE expectations
Assurance, Audit & Compliance
  • Develop and deliver a risk-based HSE assurance programme
  • Conduct site inspections, system audits and contractor audits
  • Ensure compliance with:
    • UK legislation
    • Project HSE requirements
    • ISO 45001 & ISO 14001 principles
  • Support mobilisation, readiness and pre-start safety reviews
Incident Management
  • Lead incident investigations, including high-potential events
  • Conduct root cause analysis and ensure effective corrective actions
  • Ensure lessons learned are embedded across all site teams and contractors
  • Promote a strong learning and improvement culture
Team Leadership
  • Lead and develop the Site HSE Team and Permit to Work Team
  • Ensure adequate resourcing aligned to project risk profile
  • Drive competence assurance, training and development
  • Provide coaching and leadership to safety-critical roles
Stakeholder & Interface Management
  • Act as primary HSE interface between:
    • Project leadership teams
    • Contractors and subcontractors
    • Client representatives
    • Regulatory authorities (where required)
  • Influence decision-making across safety, schedule and operational delivery priorities
Candidate Requirements Experience
  • Experience in major construction, energy, or industrial projects
  • Heavy industrial and/or high-hazard project environment experience
  • Proven track record of leading site-based HSE delivery
  • Experience managing complex contractor interfaces
  • Experience implementing HSE systems from mobilisation through to execution
Strong Knowledge Of
  • UK legislation (HSWA, CDM 2015)
  • ISO 45001 and ISO 14001 standards
  • Permit to Work / Control of Work systems
Proven Ability In
  • Leading site HSE performance in complex environments
  • Managing contractor and subcontractor safety performance
  • Driving HSE system implementation from project start-up
  • Delivering safety leadership across high-risk operations
Desirable
  • Chartered membership or working toward IOSH (CMIOSH)
  • Experience within EPC / EPCM project environments
  • Strong understanding of Permit to Work systems and control of work frameworks
  • Contractor assurance and performance control expertise
  • Incident investigation and root cause analysis capability
  • Ability to translate strategy into practical site execution
  • Strong leadership, influencing and stakeholder engagement skills
  • Excellent communication across all organisational levels
