Landlord and Tenant Surveyor

Job Purpose

To provide professional estate management, landlord and tenant, and valuation services across Leicestershire County Council’s property portfolio. The role supports the effective management, optimisation, and rationalisation of property assets to maximise value, generate income, reduce costs, and support the Council’s strategic objectives. The postholder will manage a varied caseload, undertake valuations, negotiate property transactions, and provide expert property advice while ensuring compliance with relevant legislation and professional standards.

Essential Qualifications

  • Degree or equivalent in Estate Management, Land Management, Real Estate, Surveying, or related discipline.
  • Full Membership of the Royal Institution of Chartered Surveyors (MRICS/FRICS).

Essential Experience

  • Significant post-qualification experience in property valuation across a range of property types and purposes.
  • Significant experience in managing leasehold and freehold property portfolios.
  • Significant landlord and tenant experience, including lease negotiations, renewals, rent reviews, and dilapidations.
  • Experience managing external agents and solicitors.
  • Local Government property experience.
  • Experience undertaking asset valuations for accounting purposes.
  • Experience preparing budgets and monitoring expenditure.

  • Local Government property processes and governance.

Desirable

  • Experience of operational and investment property portfolios.
  • Knowledge of Section 123 of the Local Government Act 1972.
  • Experience of development appraisals and regeneration projects.
  • Knowledge of property asset management systems.
