Our client is a leading UK construction and infrastructure business delivering major projects across the utilities, highways, rail, aviation, and environmental sectors. Their Environment division delivers “source to sea” asset solutions across the UK and Scotland through long-term framework agreements and standalone capital projects. Having successfully delivered over £2bn of infrastructure projects since AMP3, the business continues to expand as part of a major AMP7 and AMP8 investment programme.

Due to sustained growth and a secured workload through to 2035, they are now seeking an experienced Managing Quantity Surveyor to strengthen the commercial leadership team across major water infrastructure frameworks in the South East.

The Role

As Managing Quantity Surveyor, you will lead and manage a commercial team responsible for the successful commercial delivery of either a major project or a portfolio of schemes within a long-term water framework environment.

You will play a key role in driving commercial performance, managing risk, ensuring robust cost control, and maintaining strong client and stakeholder relationships. Working closely with operational and project delivery teams, you will ensure that project controls, forecasting, reporting, procurement, and change management processes are effectively implemented across the programme.

This is a hybrid role with flexibility between office, site, and home working.

Key Responsibilities

Promote and maintain a strong health, safety, and compliance culture.

Lead the commercial management of major infrastructure projects and framework schemes.

Manage and mentor commercial teams, ensuring best practice and governance are consistently applied.

Oversee subcontract procurement including negotiation of terms, pricing, and programme requirements.

Ensure all contractual notices are issued in accordance with NEC contracts.

Lead change management processes including Compensation Event submissions and negotiations.

Produce, review, and agree monthly applications for payment.

Oversee production of CVRs, forecasts, cash flow reporting, and commercial performance reporting.

Manage risk and opportunity processes to maximise project profitability.

Maintain accurate cost forecasting and subcontract liability reporting using commercial systems and Oracle-based analysis tools.

Support bid and estimating teams with contractual and commercial expertise.

Develop strong relationships with clients, stakeholders, supply chain partners, and internal leadership teams.

Drive commercial governance, cash management, and final account settlement activities.

Support the professional development and wellbeing of commercial team members.

About You

The successful candidate will be a commercially driven and proactive leader with strong experience managing NEC-based infrastructure projects within the utilities or civil engineering sectors.

Requirements

Proven experience operating at Managing Quantity Surveyor or Senior Commercial level.

Strong people management and leadership experience.

Extensive knowledge of NEC3 and NEC4 forms of contract.

Experience managing commercial delivery across large infrastructure projects or multiple schemes.

Strong commercial acumen including CVRs, forecasting, change control, procurement, and final accounts.

Experience using commercial systems such as CEMAR, FastDraft, Orbit, or similar.

Excellent stakeholder management, negotiation, and communication skills.

Solid understanding of construction and infrastructure delivery processes.

Strong organisational and time management capabilities.

Relevant CSCS card.

Desirable

Water industry or AMP framework experience.

Professional qualification or working towards MRICS / MCIOB accreditation.

Experience across civil engineering sectors including water, highways, rail, or aviation.
