The Role

We are seeking an experienced Assistant Head of Building Control & Enforcement Manager to lead and develop our enforcement and regulatory functions within Building Control.

This is a senior leadership role responsible for ensuring compliance with complex building safety legislation, managing a growing team, and driving operational excellence across enforcement, dangerous structures, and regulatory processes.

You will play a pivotal role in protecting public safety, ensuring statutory compliance, and supporting the Council's strategic objectives in relation to building safety and performance.
Key Responsibilities
- Lead and manage the Building Control enforcement function in line with the Building Safety Act 2022 and related legislation
- Take responsibility for compliance with:
- Building Act 1984
- Building Regulations 2010
- London Building Acts (Amendment) Act 1939
- Maintain accurate records and reporting to the Building Safety Regulator
- Provide technical leadership across:
- Plans assessment
- Inspections
- Enforcement strategy
About You
You will be a highly experienced Building Control professional with strong leadership capability and deep technical expertise.
Essential Experience
- Significant experience across the full Building Control lifecycle, including enforcement
- Strong working knowledge of building safety legislation and regulatory frameworks
- Experience managing enforcement cases, including legal proceedings
- Experience working on complex and high-risk buildings
- Proven ability to lead and develop teams
Skills & Competencies
- Strong leadership and decision-making ability
- Excellent technical judgement and risk assessment skills
- Ability to interpret plans, carry out inspections, and produce detailed reports
- Commercial awareness and financial management capability
- Excellent stakeholder management and communication skills
Qualifications
-
Registered Building Inspector's Class 3 (Specialist) (minimum requirement)
- Eligibility for Class 4 (Technical Manager) desirable
- Equivalent qualifications (e.g. CABE) considered
