What is the role?
We are seeking a technically strong and commercially aware Tender Planning Engineer to support the development of competitive, robust, and fully compliant programmes for major civil engineering tenders. This role suits a planner or engineer with a civils or construction management background, strong understanding of construction methodology, and hands‑on experience preparing NEC-compliant Clause 31 programmes.
You will work closely with pre‑construction, estimating, design, and delivery teams to shape winning tender submissions, ensuring programmes are realistic, buildable, and aligned with contractual requirements.
What you will be doing.
- Develop fully logic‑linked tender programmes using Primavera P6 (or equivalent), aligned with NEC Clause 31 requirements including methodology, sequencing, float, time‑risk allowances, and key milestones.
- Interpret tender documentation, works information, constraints, and contract requirements to produce accurate programme structures.
- Work with estimators, bid managers, designers, and delivery teams to define construction methodology, access strategies, phasing, and resource requirements.
- Identify programme risks, opportunities, interfaces, and assumptions, and incorporate them into the tender strategy.
- Produce clear programme narratives, method statements, phasing diagrams, and supporting documentation for submission.
- Carry out scenario modelling, what‑if analysis, and optimisation to support competitive tendering.
- Ensure all tender programmes are compliant with NEC3/NEC4 obligations, including early warning considerations and time‑risk allowances.
- Support handover to delivery teams following contract award, including development of the baseline CL31 programme into a working construction schedule.
- Attend tender meetings, design reviews, and client presentations as required.
The ideal candidate:
- Degree or equivalent in Civil Engineering, Construction Management, or a related discipline.
- Strong understanding of civil engineering construction processes, sequencing, and buildability.
- Demonstrable experience preparing NEC Clause 31 programmes for tenders or live projects.
- Proficiency in Primavera P6 (or similar planning software).
- Ability to interpret technical drawings, specifications, and contract documents.
- Strong analytical skills with the ability to challenge assumptions and optimise methodologies.
- Excellent communication skills, able to articulate programme logic and planning decisions clearly.
- Collaborative mindset with the ability to work effectively across multidisciplinary teams.
Desirable:
- Experience in major civils sectors such as highways, rail, water, structures, or infrastructure.
- Knowledge of NEC3/NEC4 contract administration, early warnings, and compensation events.
- Experience producing tender narratives, logistics plans, and methodology documents.
- Understanding of DCMA or similar schedule quality metrics.
