About the team you’ll be part of

You will join a forward-looking complex regulatory organisation committed to shaping the future it’s technology. We have started our AI journey and are now looking for an experienced Programme Manager to support the delivery of our AI workstreams.

Whilst being delivered under Ofcom’s Transformation programme, role is also to support Ofcom’s Digital, Data and AI Director where all of our technical development sits.

Within these teams we are responsible for establishing Ofcom’s AI agenda ensure that M365 copilot and other advanced AI solutions are developed and adopted safely, ethically and effectively.  We need to embed strong governance, supporting colleagues to use AI confidently and responsible, whilst establish metrics to measure our productivity.


Purpose of the Role

To lead Ofcom’s cross-organisational AI Enablement Programme, delivering AI ambitions through effective programme leadership, strong governance, and the safe, practical adoption of AI across the organisation.

Lead and coordinate the AI Enablement Programme, translating strategy into a structured portfolio of deliverable initiatives.

Drive the safe, ethical and effective adoption of AI tools (including Microsoft Copilot).

Establish governance, planning, reporting and assurance to manage risk and protect Ofcom’s data.

Work across teams and with senior stakeholders to build AI capability, align priorities and deliver measurable benefits.

This is a 12 month FTC.
 
Key Responsibilities

Programme Management & Delivery

  • Lead the AI Enablement Programme within the Transformation Portfolio, establishing and delivering a portfolio of projects aligned to AI ambitions.

  • Apply best-practice programme and project management, developing end-to-end plans across workstreams.

  • Manage governance forums (including the AI Steering Group), risks, issues and dependencies.

  • Provide structured reporting and oversight across DDAI and Transformation teams, ensuring effective use of internal resources.


Strategic Leadership & Direction

  • Shape and deliver an AI strategy aligned to Data and IT strategies.

  • Define and lead the roadmap for secure, ethical adoption of AI tools (including Microsoft Copilot).

  • Provide expert advice and structured support to teams, maintaining a pragmatic focus on benefits realisation and continuous improvement.


Governance, Ethics & Assurance

  • Establish and embed governance frameworks, policies, standards and guidance for AI.

  • Work closely with Legal, Information Security and Data Protection teams to ensure robust oversight and data protection across all initiatives.


Innovation, Adoption & Capability

  • Lead the rollout and adoption of Microsoft Copilot and related tools (e.g. Copilot Studio).

  • Support the evaluation and adoption of additional AI tools, partnering with Digital, Data and Technology teams on governance and approvals.

  • Build organisational AI capability, working with L&D to develop AI literacy and training.

Stakeholder Engagement & Collaboration

  • Engage internal and external partners as required.

  • Represent Ofcom in cross-regulatory forums.


What “hands on” means in this role

You will personally produce project documentation aligned to our standard documentation.  Whilst we have a PMO to support governance meetings,

You will need to provide structure to the teams.  Working across the organisation to deliver this work will require structuring working groups, shaping the agendas and supporting them to work efficiently

The skills, knowledge and experience you’ll need for success.

  • Significant experience leading AI or digital transformation initiatives.

  • Demonstrable understanding of AI technologies (including Microsoft Copilot), alongside experience developing strategy, governance frameworks, and applying responsible AI principles.

  • Executing Plans: Proven project management expertise. Ability to shape projects and collaborate with cross-functional teams to deliver

  • Empowering Development - Experience of managing cross-function teams

  • Channelling Influence Experience of stakeholder management

  • Embracing Change - Adaptable to change and promotes innovation
