Exciting Opportunity for a Programme Manager in North Yorkshire
This role will play a key part in helping to drive the delivery of a high-profile transport and organisational transformation programme, focusing on programme mobilisation, governance, stakeholder coordination, and delivery oversight. The successful candidate will be someone who can integrate quickly into an evolving environment, provide strong leadership, and help drive complex transformation activity across multiple workstreams and partner organisations.
The main duties of the Programme Manager include:
·Setting up, developing, and overseeing working groups across technical and functional subject areas.
·Supporting the establishment and management of Programme Boards involving senior leaders and stakeholders.
·Preparing programme plans and supporting the development of Heads of Terms agreements with partner authorities.
·Developing and maintaining integrated programme plans, milestones, dependencies, and critical paths.
·Coordinating cross-functional workstreams across operational, commercial, legal, HR, finance, and service areas.
·Establishing governance structures, reporting frameworks, assurance processes, and programme controls.
·Preparing executive reports, board papers, risk summaries, and programme briefings for senior stakeholders.
·Managing programme risks, mitigation plans, and delivery dependencies to maintain programme momentum.
·Supporting operational transition planning, implementation readiness, and organisational change activities.
·Building strong working relationships with senior leaders, delivery partners, operators, and external stakeholders.
·Supporting wider transformation and strategic change initiatives across the organisation where required.
The Programme Manager will have key experience in:
·Leading complex transformation, mobilisation, or service redesign programmes within public sector environments.
·Managing governance, assurance, programme controls, and reporting structures.
·Coordinating large-scale, multi-disciplinary workstreams and stakeholder groups.
·Operating within politically sensitive or highly regulated environments.
·Producing executive-level reporting, strategic recommendations, and board papers.
·Managing ambiguity, competing priorities, and fast-paced programme delivery environments.
·Strong stakeholder engagement and communication skills across senior leadership and external partners.
·Experience within local government, transport, infrastructure, or regulated sectors would be highly beneficial.
·Knowledge of MSP, PRINCE2, Agile, PMO methodologies, procurement, TUPE, or service commissioning is desirable.
