Senior Programme Manager – Data Maturity Location: 160 Tooley Street, London, SE1 2QH (3 days on-site, 2 days remote) Rate: £422.72 per day (PAYE) | £588.89 per day (Limited/Umbrella) Contract: Interim Sector: Housing / Local Government
ABOUT THE ROLE
Our client is a large housing organisation currently undertaking a significant Housing Improvement Programme, initiated in response to a regulatory judgement from the Regulator of Social Housing. As part of that programme, they are looking for an experienced Senior Programme Manager to lead and deliver a Data Maturity workstream from the ground up.
This is a high-profile, high-impact interim role. The work matters — improving how a major housing provider understands, manages, and acts on its data has direct consequences for tenants and services.
WHAT YOU'LL BE DOING
You'll take ownership of the Data Maturity programme from initiation through to delivery, working within the Housing directorate. Specifically, you'll be responsible for:
- Establishing the data maturity programme structure, governance, and delivery roadmap
- Developing and embedding data strategies across the Housing directorate
- Engaging senior stakeholders across the organisation to drive buy-in and accountability
- Identifying gaps in current data capability and defining a clear path to improvement
- Managing programme risks, dependencies, and reporting at a senior level
- Working alongside other workstreams within the wider Housing Improvement Programme
- Translating complex data and programme information into clear, actionable plans for non-technical stakeholders
WHAT YOU'LL NEED
Essential:
- MSP qualification (Managing Successful Programmes) — this is a firm requirement
- Demonstrable experience leading a data maturity programme in a complex organisation
- Experience working in local government or a large Housing Association
- The ability to operate at pace within a regulated, politically sensitive environment
- Strong stakeholder management at director and senior leadership level
- A track record of delivering structured programmes with clear governance and measurable outcomes
Desirable:
- Direct housing sector experience
- Familiarity with the Regulator of Social Housing framework and compliance landscape
