Job Title: Surveyor (Contract Manager) 

To work for  the contractors 

Working Hours: 35 hours  

Main Purpose of the post: 

  • To deal with all aspects of residential and commercial property within the Housing service. 

  • To provide a full surveying service and technical support functions in a number of key areas for planned and improvement works, responsive repairs and voids.  

  • To work with the contractor on a zero hours as the  main point of contact and lead on liaison on planned maintenance and the improvement programmes. 

  • To work with the housing officer and other staff within the office under team working estate accurately identifying, diagnosing and providing precise specifications for effective repairs, in order to maintain and improve the overall Estate. 

  • To undertake liaison with and efficient monitoring of repair contractors work recommending cost-effective solutions to repair problems. 

  • To ensure the statutory responsibilities with regards to health and safety, and generally, outcomes of Risk assessments and other relevant inspections are complied with. 

Key Responsibility Areas 

  1. To be individually responsible for your own work, and for following  procedures for the delivery of services. 

  1. To inspect properties and produce report within 48 hours and monitor the work 

  1. To carry out all duties in a manner, which ensures that the terms of the  Agreement are met. 

  1. To resolve problems of service delivery and issues of customer dissatisfaction, which are within the scope of your responsibility and make suggestions for improving service. 

  1. To complete legible records which must be processed and kept in accordance with the procedure in which they appear.  

Contract Responsibilities 

  1. To provide technical advice and assistance to non-technical staff, particularly in relation to disputes with contractors. 

  1. To inspect repair work identified for inclusion within the percentage check as required by the Repairs Manager. 

  1. To visit properties and location to inspect, diagnose and quantify necessary repairs. 

  1. To get it right on the first diagnosis and prevent the wastage of resources. 

  1. To undertake inspections and detailed specification of empty properties. 

  1. To prepare responses to routine correspondence, including members’ enquiries and complaints concerning works of a technical nature. 

  1. To accurately specify repairs using the approved Schedule of Rates and issue orders using appropriate technology. 

  1. To regularly process and compile information regarding cases involving litigation for disrepair. 

  1. To recommend works for inclusion in the Capital programme as necessary to the contractors.   

  1. To carry out repairs project as and when required. 

  1. To check all works of a technical nature carried out by contractors prior to authorising payment. 

  1. To re-inspect and verify any work requiring a variation order in response to requests from contractors. To provide timely report and monitor the repairs reporting to the contractors.  

  1. To attend public meetings as required by the contractors and  to advise on repair related matters
