The Role

Our client Ringway Jacobs is a leading highways services provider, working in partnership with local authorities to design, manage, and maintain transport infrastructure across the UK. They are now looking to appoint a TMA / NRSWA Inspector to join their Network Management team in Cheshire East.

This is a key role supporting the delivery of a safe, efficient, and compliant highway network across over 2,700km of roads. You will play a vital part in monitoring street works, ensuring legislative compliance, and working closely with contractors, utilities, and stakeholders.

Key Responsibilities

As a TMA / NRSWA Inspector, you will:

  • Carry out daily inspections in line with the New Roads and Street Works Act (NRSWA) and Traffic Management Act (TMA)
  • Monitor highway works undertaken by utilities and contractors to ensure safety, compliance, and quality
  • Identify and raise defects, ensuring works meet required specifications
  • Investigate public complaints and respond to enquiries, attending site where required
  • Assess and inspect permits, licences (S50, S171), skips, scaffolding and traffic management setups
  • Liaise with statutory undertakers, contractors, and internal teams to reduce network disruption
  • Support coordination of street works and major schemes across the network
  • Prepare reports for third-party claims and act as an expert witness when required
  • Attend site meetings and contribute to effective delivery of works programmes
  • Promote best practice and maintain strong stakeholder relationships

Requirements

To be considered for this role, you should have:

  • Strong knowledge of NRSWA 1991, TMA 2004, and relevant codes of practice
  • Experience working within highways, street works, or a local authority environment
  • Understanding of health & safety legislation, including Chapter 8 and the Red Book
  • Experience dealing with utility providers and civil engineering contractors
  • Ability to manage inspections, permits, and compliance processes
  • Strong communication skills, including handling sensitive or complex situations
  • Good IT skills (e.g. Microsoft Office, street works systems such as Symology/Confirm)
  • Ability to make decisions under pressure and manage competing priorities
