Location: Culham, Oxfordshire (Hybrid – 2–3 days per week on site)
Start Date: 29th June 2026 or as soon as possible thereafter
Duration: 12 Months + 
Hours: 40 hours per week, Monday to Friday
Rate: £60.00 per hour (Umbrella, Inside IR35)


Overview

We are seeking an experienced Senior Decommissioning Manager to support a major nuclear decommissioning programme entering a critical strategic delivery phase. The programme focus has evolved from innovation-led decommissioning towards near-term cost efficiencies, phased delivery planning, and strategic decision-making aligned with future funding constraints and regulatory requirements.

This role will provide senior-level decommissioning expertise to support programme leadership in shaping and validating delivery strategy, commercial approaches, risk management, and programme integration activities across a complex engineering environment.

The successful candidate will bring extensive experience from large-scale decommissioning or highly regulated infrastructure programmes, with the ability to challenge assumptions, influence strategic decisions, and help define practical, deliverable solutions.

Key Responsibilities
  • Support the Engineering Integration Manager with interrogation and interpretation of the emerging programme strategy.
  • Review and critique programme delivery strategy, risks, assumptions, and dependencies using industry expertise and lessons learned from previous decommissioning programmes.
  • Provide guidance on delivery strategy, programme phasing, and prioritisation of projects.
  • Support development of the commercial strategy for future decommissioning activities, ensuring suitable delivery models are selected.
  • Evaluate and advise on critical strategic decisions required to deliver programme benefits.
  • Provide expert input to resolve delivery obstacles and identify innovative solutions to programme challenges.
  • Develop strategic delivery artefacts and supporting documentation alongside programme leadership.
  • Advise on commercial structures, contract packaging, and Tier II contract strategies.
  • Provide guidance on programme governance and organisational structures.
  • Promote strong SHE culture and ensure alignment with nuclear industry best practices and regulatory expectations.
  • Engage with wider industry networks and parent organisations to gather lessons learned and best practice insights.
Key Deliverables Strategic Review & Advisory
  • Conduct ongoing reviews and assessments of the programme delivery strategy.
  • Establish auditable decision-making frameworks.
  • Provide strategic assurance on programme phasing, prioritisation, and delivery planning.
Commercial Strategy Development
  • Support development of delivery and commercial strategies.
  • Advise on delivery model selection and contract packaging.
  • Ensure commercial activities are integrated into programme schedules.
Strategic Problem Solving & Risk Mitigation
  • Provide expert advice to overcome strategic and operational delivery challenges.
  • Identify and recommend risk mitigation strategies and innovative solutions.
  • Facilitate access to industry best practices and lessons learned.
Programme Integration & Compliance
  • Support production of strategic delivery artefacts and programme communications.
  • Ensure compliance with SHE standards and regulatory requirements.
  • Provide guidance and support to wider project teams where required.
Required Qualifications & Experience Qualifications
  • Degree in Engineering, Project Management, Construction Management, or equivalent experience.
  • Professional project management qualification such as PMP, APM, or equivalent.
Essential Experience
  • Extensive experience within large-scale decommissioning, nuclear, infrastructure, or highly regulated engineering programmes.
  • Proven experience leading strategic planning activities for complex engineering projects.
  • Strong understanding of delivery model assessments and commercial strategy development.
  • Experience managing projects delivered under CDM regulations.
  • Strong financial and commercial management experience including budgets, forecasting, and earned value management.
  • Experience managing complex technical and programme risks.
  • Strong knowledge of regulatory and compliance requirements within decommissioning environments.
  • Experience working with project controls and information management systems.
Desirable Experience
  • Experience leading procurement campaigns and market engagement activities.
  • Experience preparing tender and contract documentation.
  • Knowledge of industry-standard decommissioning information management systems.
