Carrington West is working with Swindon Borough Council to appoint an experienced Commercial Estates Surveyor to manage and deliver property management services across a substantial commercial property portfolio.


The portfolio comprises approximately 300 commercial sites and properties, generating around £7.5 million in annual rental income, and includes retail, office, commercial and industrial assets.


The Role


Key responsibilities include:
· Managing a varied commercial property portfolio and providing professional asset management advice
· Undertaking property valuations in line with RICS, CIPFA and statutory requirements
· Managing lease lettings, renewals, rent reviews and ongoing lease administration
· Analysing market evidence and negotiating rent reviews, including preparing cases for Independent Expert or Arbitration where required
· Providing property and development advice to support asset management, regeneration and capital programmes
· Identifying opportunities to improve portfolio performance and maximise income
· Negotiating disposals, acquisitions, easements, wayleaves, licences and rights of way
· Supporting the management of operational property and providing strategic property advice to internal services
· Preparing reports, recommendations and briefing papers for senior officers and Members
· Liaising with Legal Services, tenants, stakeholders and external advisers to progress property transactions


About You


You will be an experienced property professional with a strong background in commercial estate management.
You will ideally demonstrate:
· Significant commercial property and estate management experience
· Strong knowledge of lease renewals, rent reviews, valuations and disposals
· Experience managing landlord and tenant matters across a varied portfolio
· Knowledge of RICS valuation and property management standards
· Strong negotiation, analytical and stakeholder management skills
· The ability to manage your own caseload and progress transactions through to completion
· Experience working within local government or another complex public-sector environment would be advantageous
A degree or equivalent experience in estate management is required. MRICS membership or progress towards RICS qualification would be highly desirable.
A full UK driving licence is required due to site visits and meetings across the portfolio.
