Seymour John Public Services is delighted to be partnering with Gloucestershire Managed Services Limited (GMS) to recruit an exceptional Associate Director Capital Delivery at a pivotal stage in the organisation’s growth and development.
This is a rare opportunity to lead, shape and develop a growing Capital Delivery function responsible for supporting an expanding capital programme currently valued at approximately £38 million, with ambitions for continued growth towards £50 million and beyond over the coming years.
Reporting directly to the Strategic Asset Services Director, the successful candidate will play a central role in delivering major capital projects, strengthening governance and assurance, developing programme management capability and building a high-performing multidisciplinary team capable of supporting GMS's long-term ambitions.

The Organisation
GMS is a wholly owned subsidiary of Gloucestershire Hospitals NHS Foundation Trust and plays a critical role in supporting the delivery of healthcare services across Gloucestershire. GMS provides a broad range of estates, facilities, infrastructure and support services which enable frontline healthcare services to operate safely, efficiently and effectively.
Whilst not delivering direct patient care, GMS operates at the heart of healthcare delivery. Its work supports the environments in which patients are treated, clinicians work and healthcare services operate every day.
As part of its continued evolution, GMS is investing significantly in its infrastructure, workforce and organisational capability. This includes the development of a strengthened Capital Delivery function that will support an increasingly ambitious programme of investment in the years ahead.

The capital programme currently stands at approximately £38 million and is expected to grow further towards £50 million and beyond over the coming years. The Associate Director Capital Delivery will lead the organisation’s Capital Delivery function and provide strategic leadership across:
- Capital programme delivery
- Project and programme management
- PMO and governance
- Commercial and procurement activity
- Compliance and assurance
- Team development and organisational capability
The successful candidate will help shape how projects are governed, prioritised and delivered whilst creating the foundations required to support future growth and investment.
The Opportunity
We are seeking a highly credible and experienced capital delivery leader who combines strategic thinking with operational delivery expertise.
You may already be operating at Associate Director, Head of Capital Projects, Programme Director or Senior Capital Leadership level and be looking for an opportunity to broaden your influence and impact.
As Associate Director Capital Delivery you will:
- Lead and develop a growing Capital Delivery function
- Provide strategic leadership across a significant and expanding capital portfolio
- Strengthen programme governance, assurance and reporting arrangements
- Develop PMO maturity and programme management capability
- Build and lead multidisciplinary delivery teams
- Support business case development and investment planning
- Strengthen commercial and procurement performance
- Build relationships across GMS, Gloucestershire Hospitals NHS Foundation Trust and wider stakeholders
- Ensure projects are delivered safely, effectively and provide value for money
Most importantly, you will help shape the future of capital delivery across Gloucestershire.
The Role
We are looking for an experienced leader who can demonstrate:
- Significant capital programme and project delivery experience
- Experience operating at senior leadership level within a complex organisation
- Strong governance, assurance and programme control expertise
- Commercial and financial management capability
- Experience of leading and developing high-performing teams
- Exceptional stakeholder engagement and influencing skills
- Experience working across complex and regulated environments
- A track record of delivering transformational change and organisational improvement
You will bring the credibility, resilience and leadership capability required to operate effectively at both strategic and operational levels.
