Bid Manager – Civil Engineering

Syntech Recruitment is partnering with a leading civil engineering and infrastructure contractor as they continue to expand their pre-construction and commercial team. This is an exciting opportunity for an experienced Bid Manager to lead the coordination, development and submission of major infrastructure bids across highways, rail, bridges, utilities, earthworks and transportation projects throughout Ireland.

The Role

As Bid Manager, you will be responsible for managing the complete bid lifecycle, coordinating multidisciplinary teams to produce high-quality tender submissions that are commercially robust, technically accurate and delivered within strict deadlines.

Working alongside estimators, planners, engineers, commercial managers and senior leadership, you will ensure bids are compliant with client requirements while maximising the company's competitive position.

Key Responsibilities

  • Lead and coordinate the end-to-end bid and tender process for major civil engineering and infrastructure opportunities.

  • Review Invitation to Tender (ITT) documentation, specifications, drawings and contractual requirements.

  • Develop bid strategies and submission programmes to meet client deadlines.

  • Coordinate internal stakeholders including estimating, design, planning, commercial, HSEQ and operational teams.

  • Manage clarification requests and client communications throughout the tender process.

  • Produce and manage bid programmes, deliverables and submission schedules.

  • Oversee the preparation of technical and commercial submission documents.

  • Work alongside estimating teams to ensure pricing submissions align with technical proposals.

  • Coordinate supplier and subcontractor engagement throughout the bid process.

  • Support risk identification workshops and bid review meetings.

  • Manage governance and approval processes prior to tender submission.

  • Ensure submissions comply with client requirements and company quality standards.

  • Coordinate tender interviews, presentations and post-tender negotiations where required.

  • Support tender handover to operational delivery teams following contract award.

  • Capture lessons learned and contribute to continuous improvement of bid processes and submission quality.

About You

  • Minimum 5–7 years' experience managing bids or tenders within civil engineering, infrastructure or construction.

  • Proven experience coordinating complex tender submissions for major infrastructure or civil engineering projects.

  • Strong understanding of public and private sector procurement processes.

  • Experience working alongside estimating and commercial teams.

  • Excellent organisational and project management skills.

  • Ability to manage multiple concurrent bids within demanding timescales.

  • Strong written communication skills with experience producing high-quality tender documentation.

  • Commercial awareness with the ability to interpret technical and contractual information.

  • Excellent stakeholder management skills with the confidence to coordinate multidisciplinary teams.

  • Degree qualified in Civil Engineering, Quantity Surveying, Construction Management, Business or a related discipline (preferred).
