Building Safety Manager - Social Housing

Location: Southwark, London
Contract: Interim Contract
Day Rate: £400-£450 per day (Umbrella), with up to £500 per day available for an exceptional candidate.

Lead the Delivery of a Critical Building Safety Programme

We are seeking an experienced Building Safety Manager to join a high-profile Private Sector Building Safety Programme within a London Borough.

Working within the Building Safety Team, you will play a key role in delivering a programme designed to identify high and medium-rise residential buildings with unsafe cladding or other fire safety defects. Working closely with internal enforcement officers, the Ministry of Housing, Communities and Local Government (MHCLG), the Fire and Rescue Service and building owners, you'll help drive building safety improvements and protect residents across the borough.

This is an excellent opportunity for an experienced building safety professional with strong technical knowledge and stakeholder management skills to contribute to a nationally significant programme.

The Role

As Building Safety Manager, you will lead the review and assessment of External Wall System (EWS) data, develop risk-based inspection programmes and work collaboratively with internal and external stakeholders to ensure buildings with fire safety concerns are identified, prioritised and progressed through the appropriate remediation or enforcement processes.

You'll provide technical expertise, manage complex building safety information and support the successful delivery of the council's Building Safety Programme.

Key Responsibilities

  • Lead desktop reviews of privately owned medium and high-rise residential buildings across the borough.
  • Develop and oversee a risk-based programme of building inspections.
  • Review External Wall System (EWS) information, FRAEW reports and associated fire safety documentation.
  • Assess and prioritise buildings according to risk, referring cases requiring enforcement action to the internal enforcement team.
  • Engage with building owners to obtain information relating to cladding systems, interim fire safety measures, remediation funding and project delivery timescales.
  • Review Building Safety Fund and Cladding Safety Scheme information to identify buildings requiring further investigation.
  • Build and maintain effective relationships with the Fire and Rescue Service, MHCLG and other key stakeholders.
  • Respond to enquiries from building owners, councillors and partner organisations in a professional and timely manner.
  • Work collaboratively with enforcement officers to support inspections, investigations and regulatory action where required.
  • Contribute to KPI reporting, data management, continuous improvement initiatives and the overall success of the Building Safety Programme.

Working Pattern

This role is mostly on site but some office based;

  • Three days per week undertaking site inspections across the borough.
  • Two days per week office-based, completing technical reviews, reporting and stakeholder engagement.

About You

You'll be an experienced Building Safety professional with a strong understanding of current fire safety legislation, external wall systems and residential building compliance. You'll be confident managing complex technical information, working collaboratively with multiple stakeholders and providing practical, risk-based solutions.

Essential Qualifications

  • Bachelor's degree (or equivalent) in Building Surveying or a related discipline.

Essential Experience & Knowledge

  • Minimum 5 years' experience in Building Safety, Fire Safety or Building Surveying.
  • Experience undertaking Housing Health and Safety Rating System (HHSRS) surveys.
  • Strong knowledge of:
    • Building Regulations 2010
    • Housing Act 2004
    • Building Safety Act 2022
    • Regulatory Reform (Fire Safety) Order 2005
    • Fire Safety Act 2021
    • Fire Safety (England) Regulations 2022
  • Excellent understanding of fire safety principles for high-rise residential buildings and External Wall Systems (EWS).
  • Excellent written and verbal communication skills.
  • Strong IT skills with experience managing technical data and reports.
