Job Title: C&I Commissioning Engineer (Client Representative)

Location: UK Wide (95% Hybrid / Home Based)

Travel: Occasional travel to project sites with a primary requirement to attend projects in St Fergus, Scotland, as required

Salary: up to £80,000 plus annual bonus

Permanent | Full time | 40 hours per week

Role Purpose

We are seeking an experienced C&I Commissioning Engineer to provide technical commissioning support, coordination and assurance across a portfolio of major engineering and infrastructure projects.Operating predominantly from home, the successful candidate will work closely with project teams, contractors and operational stakeholders to ensure commissioning activities are planned, executed and documented in accordance with project specifications, safety requirements and industry standards.

This is primarily a client-side engineering and assurance role rather than hands-on commissioning, requiring strong technical knowledge combined with excellent stakeholder management skills.

Key Responsibilities

Commissioning Planning & Coordination

  • Review commissioning strategies, plans, procedures and test documentation.
  • Ensure commissioning activities are integrated into project schedules and delivery programmes.
  • Coordinate commissioning interfaces between project teams, contractors, system integrators and operational personnel.
  • Monitor commissioning progress, identifying potential risks, delays and resource constraints.
  • Ensure commissioning prerequisites, boundaries and acceptance criteria are clearly defined.
  • Support planning activities for work on operational facilities and live plant environments.
  • Track defects, punch-list items and outstanding actions through to completion.

Client Assurance & Contractor Management

  • Act as the client's technical representative during commissioning activities.
  • Attend commissioning meetings, readiness reviews, inspections and testing activities.
  • Review commissioning records and objective evidence to verify compliance with project requirements.
  • Challenge deviations, incomplete documentation or unsupported close-out requests.
  • Ensure commissioning activities are completed safely and in accordance with company procedures and industry standards.
  • Support project acceptance, handover and operational readiness activities.

Technical Support

  • Review engineering and commissioning documentation including:
    • Control philosophies
    • Functional Design Specifications (FDS)
    • Cause & Effect documentation
    • SAT/FAT procedures
    • P&IDs
    • Loop drawings
    • Alarm schedules
    • Functional safety documentation
  • Provide commissioning input during design reviews, HAZOPs, LOPAs and technical workshops.
  • Support design teams to ensure operability, maintainability and testability requirements are incorporated.

Testing & Commissioning Oversight

  • Support and oversee:
    • Factory Acceptance Testing (FAT)
    • Site Acceptance Testing (SAT)
    • Static commissioning
    • Dynamic commissioning
    • Functional testing
    • Performance testing
    • Site handover activities
  • Ensure testing is conducted safely and in accordance with approved procedures.
  • Support defect management, retesting and final acceptance processes.
  • Review commissioning documentation and ensure a clear audit trail is maintained.

Communication & Reporting

  • Provide regular updates on commissioning progress, risks and issues.
  • Prepare technical reports and commissioning status updates.
  • Communicate effectively with both technical and non-technical stakeholders.
  • Build and maintain strong working relationships across multiple project teams.

Essential Requirements

  • Experience within Control & Instrumentation, Electrical, Automation, Control Systems or a related engineering discipline.
  • Proven commissioning experience within industrial, process, energy, utilities or infrastructure environments.
  • Strong understanding of the commissioning lifecycle from installation through to operational handover.
  • Experience supporting FAT, SAT, functional testing and system acceptance activities.
  • Ability to review technical documentation and identify potential issues.
  • Excellent communication and stakeholder management skills.
  • Strong organisational and reporting capabilities.
  • Full UK driving licence and willingness to travel to St Fergus and other UK project locations when required.

Desirable Experience

  • Experience within oil & gas, energy transition, utilities, chemicals or process industries.
  • Knowledge of Functional Safety and IEC 61511.
  • Experience participating in HAZOP and LOPA studies.
  • Experience on brownfield and operational sites.
  • TÜV Functional Safety certification or equivalent.
  • Degree, HND, apprenticeship or equivalent engineering qualification.
