Our client Walsall Council is looking for a Child and Young Person Reviewing Officer to join their team.

Main Purpose of the Role

To act as the Independent Reviewing Officer (IRO) for Children in Care, ensuring high-quality care planning, review processes, and positive outcomes for children. The post holder will provide independent oversight of care plans, champion children's wishes and feelings, challenge drift and delay, and ensure the Local Authority fulfils its statutory responsibilities as a Corporate Parent.

Key Responsibilities

  • Chair and coordinate Child in Care Reviews and related meetings within statutory timescales.
  • Independently monitor and quality assure care planning and service delivery for Children in Care.
  • Ensure children's wishes, feelings, rights, and outcomes remain central to all planning and decision-making.
  • Identify and challenge delays, drift, or poor practice, escalating concerns where necessary.
  • Monitor the Local Authority's performance as a Corporate Parent and contribute to service improvement.
  • Provide professional guidance, support, challenge, and consultation to social work practitioners and managers.
  • Advise on relevant legislation, policies, procedures, and safeguarding matters affecting Children in Care.
  • Promote equality, diversity, and inclusion, ensuring plans reflect children's individual needs, backgrounds, and identities.
  • Participate in quality assurance, audit, and performance monitoring activities.
  • Contribute to regional and national developments in IRO practice and policy where required.

Essential Requirements

  • Qualified Social Worker with Social Work England registration.
  • Minimum 3 years post-qualifying experience working with children and families.
  • Supervisory, mentoring, or management experience.
  • Extensive knowledge of Children in Care legislation, care planning, safeguarding, permanence planning, and statutory review processes.
  • Experience of chairing meetings and constructively challenging practice to improve outcomes for children.
