Our client, a leading provider of facilities services in the UK, is seeking an experienced Commercial Manager / Senior Quantity Surveyor to join its growing Capital Projects team.

Job Overview

The successful candidate will play a pivotal role in delivering cost management and commercial support across a portfolio of projects operating under NEC4 contracts. The role is responsible for ensuring financial control, contractual compliance, and value delivery throughout the project lifecycle.

This position requires a commercially astute professional who can combine strategic commercial thinking with strong quantity surveying expertise. The successful candidate will support commercial governance, risk management, procurement activities, and the cost-effective delivery of capital projects and maintenance works while contributing to business growth and operational excellence.

Key Responsibilities

  • Lead cost management activities, including budgeting, forecasting, cost planning, and financial reporting.
  • Maintain commercial oversight of capital projects and maintenance works, ensuring effective cost control and value delivery.
  • Administer NEC4 contracts and ensure compliance with contractual obligations and requirements.
  • Identify, assess, and manage commercial and contractual risks, implementing appropriate mitigation measures.
  • Prepare tender documentation, evaluate bids, and support supplier and subcontractor negotiations.
  • Review and certify applications for payment and prepare accurate interim and final valuations.
  • Manage variations, compensation events, claims, and change control processes, maintaining accurate records and financial impact assessments.
  • Build and maintain effective relationships with project teams, clients, suppliers, and senior stakeholders while promoting best practice governance and compliance.

Person Specification

  • Qualified Quantity Surveyor or Commercial Manager with relevant demonstrable experience.
  • Proven experience operating as a Senior Quantity Surveyor or Commercial Manager within the construction and/or facilities management sector.
  • Strong knowledge and practical experience of NEC4 contract administration.
  • Expertise in cost management, procurement, tendering, and commercial governance.
  • Experience managing concurrent projects or programmes with a combined annual value of £5m to £10m or more.
  • Demonstrable experience preparing project cost estimates and high-quality tender evaluation documentation.
  • Excellent analytical, negotiation, communication, and stakeholder management skills.
  • Proficiency in Microsoft Office, particularly Excel and Power BI, together with commercial management systems such as Coupa and online tools including Monday .com.

Additional Requirements

  • Full UK driving licence and flexibility to travel as required.
  • Ability to obtain and maintain BPSS and CTC clearance.
