This is a great opportunity to lead the full spectrum of commercial and quantity surveying activities on utilities and infrastructure projects for a growing utilities contractor. You will report to the Senior Leadership, and be a key person with autonomy, professional judgement and data-driven decision making.
The Role:
You will take ownership of the end-to-end commercial management of energy construction projects, from initial cost planning through to final account. You will provide robust financial oversight, ensure contractual compliance, and drive value for both the business and its clients. Your work will underpin key commercial decisions, mitigate risk, and safeguard margins while supporting project teams with accurate, timely financial information.
Key Responsibilities:
* Lead detailed cost estimation and budgeting for projects at feasibility, design, and pre-construction stages
* Prepare, review, and manage contracts, ensuring compliance with relevant forms of contract and commercial terms
* Oversee procurement and tendering processes, including preparation of tender documentation, evaluation of bids, and recommendations
* Implement and maintain rigorous cost control measures throughout, identifying variances and corrective actions
* Drive value engineering activities, challenging designs and specifications to optimise cost without compromising quality or performance
* Manage commercial risk by identifying, assessing, and tracking risks and advising on mitigation strategies
* Prepare and present regular project financial reports, including cost forecasts, cash flow projections and final accounts
* Lead measurement activities and prepare accurate Bills of Quantities
* Utilise quantity surveying software and digital tools to manage data, produce reports, and support informed decision-making
* Act as a key commercial point of contact for stakeholders, handling negotiations, resolving commercial issues, and supporting project delivery teams
Key Requirements:
* Significant experience in a quantity surveying role with demonstrable progression and senior-level responsibilities
* Cost estimation, budgeting, and cost control on medium to large-scale construction projects
* Strong experience in contract administration and management, including handling variations, claims, and final accounts
* Experience in procurement and tendering, with experience preparing tender documents and evaluating contractor proposals
* Demonstrable expertise in value engineering and commercial risk management within a project environment
* Stakeholder communication and negotiation skills, with the ability to influence and secure favourable commercial outcomes
* Proficiency in project financial reporting, including cost forecasting, cash flow analysis, and margin management
* Strong measurement skills and experience preparing Bills of Quantities to a high level of accuracy
* Confident user of quantity surveying software tools
* Ability to work effectively in a hybrid environment, managing time, priorities, and deliverables
Desirable Skills:
* Experience across any of the following (civils, utilities, infrastructure, industrial)
* Familiarity with a range of standard forms of contract (e.g. NEC, JCT or similar)
* Exposure to BIM and digital construction tools in support of measurement and cost planning
* Experience with data analytics or dashboards for enhanced commercial reporting and insight
Qualifications:
* Quantity Surveying, Commercial Management, or related construction discipline
* Professional membership or working towards membership of a recognised body (e.g. RICS, CIOB or equivalent)
* Relevant training or certification in contract management or construction law (preferred)
