Wolviston Management Services is supporting a major North East terminal operator with a specialist VCM Storage Project and is looking to appoint an experienced Construction Supervisor – Mechanical / COMAH on a contract basis.
  
This is an Outside IR35 opportunity supporting a high-hazard project within an operational terminal environment. The project will involve the inspection, repair and upgrade of a VCM storage sphere, with associated mechanical works, asset integrity activities, hot works, welding, scaffolding, working at height and contractor coordination.
  
This role would suit a mechanically biased Construction Supervisor with strong experience on COMAH, petrochemical, chemical, terminal, refinery, oil and gas or other high-hazard process sites.
  
Role Overview
The Construction Supervisor will provide front-line supervision of project construction, inspection support, repair and upgrade activities, ensuring works are delivered safely, efficiently and in accordance with approved permits, RAMS, method statements, quality requirements and site procedures.
  
The role will involve close coordination with operations, engineering, inspection teams, contractors, HSE and project management.
  
Key Responsibilities
  • Supervise day-to-day construction, repair, inspection support and upgrade activities.
  • Ensure works are carried out in accordance with approved permits, RAMS, method statements and site rules.
  • Coordinate contractors, work fronts and trade interfaces.
  • Monitor compliance with hot work controls, fire watch arrangements and exclusion zones.
  • Support safe delivery of mechanical works, including bolting, flange work, pipework, valves, isolations and reinstatement.
  • Coordinate scaffolding, temporary access and working at height interfaces.
  • Ensure suitable controls are in place for works near the jetty/water interface where applicable.
  • Attend daily coordination, progress, toolbox talk and SIMOPS meetings.
  • Check contractor competence, inductions and task-specific authorisations.
  • Support quality control, inspection test plans, mechanical completion and punch-list close-out.
  • Identify and escalate unsafe acts, non-conformances, scope changes or emerging risks.
  • Promote a strong safety culture and intervene where work is not being undertaken safely.
Essential Experience
  • Proven Construction Supervisor, Mechanical Supervisor or Site Supervisor experience.
  • Strong mechanical construction, maintenance, repair or commissioning background.
  • Experience working on Top Tier COMAH, petrochemical, chemical, terminal, refinery, oil and gas or equivalent high-hazard sites.
  • Experience supervising hot works, welding, mechanical repairs and scaffolded access works.
  • Strong understanding of Permit to Work compliance and contractor control.
  • Experience working around live operational plant.
  • Good understanding of CDM construction phase requirements.
  • Ability to coordinate contractors and challenge unsafe working practices.
Desirable Experience
  • Experience with asset integrity, shutdown, outage, inspection or repair projects.
  • Experience with storage spheres, tanks, pressure systems, terminals or process plant assets.
  • Knowledge of DSEAR, hazardous areas and major accident hazard environments.
  • Experience with SIMOPS, isolations, mechanical completion and handover.
  • Experience working near jetty, marine or water-side interfaces would be advantageous.
  • Experience with lifting operations, temporary works or scaffold coordination would be beneficial.
Relevant Qualifications / Training
Candidates may hold some or all of the following:
  • CCNSG Safety Passport or equivalent.
  • IOSH Managing Safely, SSSTS or SMSTS.
  • Working at Height training.
  • Hot Work awareness.
  • CDM awareness.
  • Permit to Work user/receiver training.
  • DSEAR / hazardous area awareness.
  • Scaffold awareness or scaffold inspection training.
  • Temporary Works awareness.
  • Confined Space awareness.
  • Lifting operations awareness.
  • First Aid at Work would be advantageous.
Candidate Profile
The successful candidate will be a practical, mechanically biased supervisor with strong contractor coordination experience and the confidence to operate in a controlled, high-hazard environment.
  
They must be able to supervise work safely, manage multiple interfaces, understand the importance of permit compliance and challenge unsafe conditions where required.
  
Previous experience on COMAH, petrochemical, terminal, refinery, chemical or oil and gas sites is essential.
