Our client, Ringway Jacobs, a leading provider of integrated highways management, is seeking an experienced Construction Team Leader to lead the delivery of highways improvement and capital works projects from planning through to completion. Reporting to the Construction Manager, you will coordinate operational teams, contractors, and supply chain partners to ensure projects are delivered safely, efficiently, and in line with contractual, quality, and budgetary requirements. This is a site-based role primarily located in Congleton, with some travel to Essex required.

Job Description

As Construction Team Leader, you will play a key role in delivering a range of major and minor highways improvement schemes. You will be responsible for coordinating project activities, managing programmes and budgets, and ensuring all works are completed in accordance with relevant legislation, standards, and NEC contract requirements. Working closely with internal teams, contractors, utilities, landowners, and local stakeholders, you will drive project performance while maintaining the highest standards of health, safety, environmental compliance, and quality.

Key Responsibilities

  • Lead the delivery of complex highways improvement and capital works projects from inception through to completion.
  • Coordinate supervisors, operatives, designers, contractors and supply chain partners to ensure successful project delivery.
  • Manage project budgets, cost forecasts and change control processes in line with NEC contract requirements.
  • Develop and maintain detailed construction programmes, identifying critical paths, risks and opportunities.
  • Build and maintain effective relationships with stakeholders, including utilities, landowners and local communities.
  • Lead project risk management activities and ensure mitigation plans are implemented effectively.
  • Oversee the development and delivery of traffic management plans.
  • Manage design reviews, technical approvals and buildability assessments.
  • Monitor supply chain performance through KPIs, audits and regular review meetings.
  • Promote and maintain high standards of health, safety, environmental compliance and quality across all activities.

Essential Qualifications and Skills

  • Experience delivering construction or highways projects in a supervisory or leadership capacity.
  • Strong knowledge of construction procedures, industry standards and best practice guidance.
  • Good understanding of Construction (Design and Management) Regulations and health and safety legislation.
  • Knowledge of highway legislation and its practical application.
  • Experience coordinating multidisciplinary teams and external contractors.
  • Strong project planning, budgeting and organisational skills.
  • Ability to identify, assess and manage project risks effectively.
  • Proficient IT skills, including Microsoft Office, MS Project, Confirm or similar systems.
  • Excellent communication and stakeholder management skills.
  • NRSWA Supervisor, SMSTS and First Aid qualifications are advantageous.
