About Senapt
Senapt is seeking an experienced and highly capable Country Manager (Liberia) to lead and oversee Senapt's end-to-end operations in Liberia.
This is a senior leadership position with responsibility for providing strategic leadership, operational oversight and programme management across Senapt's activities in the country. The successful candidate will be responsible for ensuring the effective delivery of projects, maintaining strong client relationships, leading in-country teams and ensuring that Senapt consistently delivers to the highest professional and technical standards.
The Country Manager will report directly to the Programme Director and will work closely with Senapt's senior management, project teams, clients, partners, contractors and other key stakeholders.
The Role
The Country Manager will have overall responsibility for the successful operation and delivery of Senapt's activities in Liberia.
You will provide end-to-end leadership across project delivery, client management, people, commercial performance, operational planning, risk management and stakeholder engagement.
The role requires a proven track record of managing Advanced Metering Infrastructure (AMI), smart metering, electricity metering or related utility programmes, together with strong leadership and commercial awareness.
You will be expected to build high-performing local teams, maintain strong relationships with clients and stakeholders, and ensure programmes are delivered safely, efficiently, on schedule and to the required quality standards.
Key Responsibilities
Provide overall leadership and management of Senapt's operations in Liberia.
Take end-to-end responsibility for Senapt's in-country activities and operational performance.
Develop and implement country-level operational plans aligned with Senapt's strategic objectives.
Establish effective processes, systems and governance to support successful project delivery.
Ensure that Senapt's activities comply with contractual, regulatory, legal, health and safety and corporate requirements.
Identify operational risks and implement appropriate mitigation strategies.
Monitor country performance against agreed objectives, KPIs, budgets and delivery milestones.
Provide regular operational and performance reporting to the Programme Director and senior management.
Represent Senapt professionally within the Liberian market and build the company's reputation with key stakeholders.
Provide senior leadership and oversight across Senapt's Advanced Metering Infrastructure (AMI) and smart metering programmes.
Ensure projects are delivered to the highest standards of quality, safety, cost, schedule and performance.
Drive programme delivery from mobilisation and planning through to implementation, commissioning, handover and close-out.
Monitor project progress, identify issues and ensure timely corrective actions are implemented.
Ensure project teams have the resources, skills and support required to meet delivery objectives.
Work closely with technical, engineering, field operations and project management teams.
Oversee programme risks, dependencies, issues and change management.
Ensure effective coordination between Senapt, clients, contractors, technology providers and other delivery partners.
Drive continuous improvement across project delivery and operational processes.
Develop and maintain strong, trusted relationships with clients and key stakeholders.
Act as a senior point of contact for Senapt's clients in Liberia.
Lead regular client meetings, programme reviews and strategic discussions.
Understand client objectives and ensure Senapt's delivery remains aligned with their requirements.
Manage escalations effectively and ensure issues are resolved promptly.
Build relationships with government bodies, utilities, regulators, suppliers, contractors and other relevant stakeholders.
Identify opportunities to strengthen Senapt's position and support future business development within Liberia.
Lead, manage and develop Senapt's in-country team.
Establish clear objectives, responsibilities and performance expectations.
Build a strong culture of accountability, collaboration and continuous improvement.
Recruit and develop high-quality local talent in line with business requirements.
Provide coaching, mentoring and leadership to project and operational personnel.
Ensure effective workforce planning and resource allocation across projects.
Promote high standards of health, safety, professionalism and ethical conduct.
Support the development of local technical and management capability.
Support the financial management of Senapt's operations and projects in Liberia.
Monitor project budgets, costs, revenues and commercial performance.
Work with the Programme Director and finance teams to maintain effective financial controls.
Identify commercial risks and opportunities.
Ensure appropriate management of suppliers, contractors and third-party partners.
Support contract management and change control processes.
Contribute to business planning, forecasting and strategic growth initiatives.
Ensure compliance with Senapt policies, contractual obligations and applicable Liberian legislation.
Maintain appropriate project governance and reporting structures.
Identify and manage operational, commercial, technical and stakeholder risks.
Ensure robust health, safety, quality and environmental practices across all activities.
Ensure appropriate documentation, reporting and audit processes are maintained.
Promote a culture of safety, integrity and accountability across the organisation.
Essential Requirements
- Bachelor's Degree or Higher National Diploma (HND) in Electrical Engineering, Engineering, Project Management, Business Management or a relevant discipline.
- Relevant professional qualifications or certifications in project/programme management would be advantageous.
- Minimum 10 years professional experience, with significant experience in senior project, programme or operational management.
- Proven track record managing Advanced Metering Infrastructure (AMI), smart metering, electrical metering or related utility programmes.
- Demonstrable experience managing complex, multi-stakeholder projects from mobilisation through to successful delivery.
- Proven experience managing large project teams, contractors and delivery partners.
- Strong experience in client and stakeholder management.
- Experience managing project budgets, resources, risks and delivery performance.
- Experience working within the energy, electricity utility, metering or technology sectors.
- Previous experience in Africa, preferably West Africa, would be highly advantageous.
- Experience managing operations in Liberia or a similar developing market would be an advantage.
Desirable Experience
- Experience managing large-scale smart meter deployment programmes.
- Experience working with electricity utilities or distribution companies.
- Knowledge of AMI technologies, Head-End Systems (HES), Meter Data Management (MDM) and smart meter communications.
- Experience with revenue protection and electricity loss reduction programmes.
- Experience managing international technology providers and implementation partners.
- Experience working with government ministries, regulators and public-sector organisations.
- Experience in contract management and large-scale outsourcing/contractor environments.
- Experience in emerging or developing markets.
