About the Job
As a Disrepair Supervisor, you will provide a high-quality, customer-focused and performance-driven service through the supervision of skilled trade operatives delivering responsive repairs, voids, disrepair and maintenance services on behalf of the London Borough of Hounslow.
You will oversee and support trade operatives, contractors and suppliers, ensuring that all works are completed safely, efficiently, on time and to the required quality standards. You will be part of a team of supervisors delivering exceptional performance through engaged and high-performing employees.
The role will have specific responsibility for the management of housing disrepair cases, including inspections, diagnosis of property defects, programming and monitoring remedial works, evidence gathering and ensuring compliance with legal and regulatory requirements. The post holder will work closely with operational, surveying and legal teams to minimise disrepair claims, improve resident outcomes and ensure that landlord obligations are fulfilled.
You will maintain a thorough understanding of all relevant health and safety legislation, housing legislation, company policies and regulatory requirements, ensuring compliance across all areas of responsibility.
Key Responsibilities include:
- Effectively supervise a team of skilled trade operatives, offering support, guidance and coaching to ensure work activity is completed on time and to required standards.
- Ensure a consistently high standard of workmanship is delivered by both in-house operatives and external contractors through regular site inspections and quality assurance checks.
- Conduct regular one-to-one meetings with operatives to discuss performance, development, wellbeing and productivity.
- Manage performance, conduct, attendance and capability matters in accordance with company policies and procedures.
- Work collaboratively with operational teams to effectively allocate labour, materials and resources to meet service demands.
- Identify opportunities to improve operational performance, service delivery and customer satisfaction through continuous improvement initiatives.
- Ensure accurate and timely completion of all records, work orders, timesheets and electronic management systems.
Disrepair Management Responsibilities
- Manage and oversee housing disrepair cases from referral through to completion, ensuring repairs are delivered within agreed timescales and legal requirements.
- Undertake detailed property inspections to identify defects, diagnose root causes and specify appropriate remedial works.
- Manage works relating to housing disrepair, damp, mould, condensation and structural repair issues.
- Ensure all disrepair works are programmed, monitored and completed in accordance with court directions, settlement agreements, pre-action protocols and organisational procedures.
- Work closely with Disrepair Case Managers, Surveyors, Legal Services and Contractors to ensure effective case progression and resolution.
- Monitor the quality and timeliness of disrepair works through regular inspections and post-inspections.
- Ensure appropriate temporary solutions are implemented where permanent repairs cannot be completed immediately.
- Support the completion of technical reports, witness statements and documentation required for legal proceedings, complaints, Ombudsman investigations and insurance claims.
- Identify and escalate any risks associated with disrepair cases, including health and safety, compliance, safeguarding and reputational risks.
- Drive timely resolution of disrepair cases to minimise claim exposure and improve resident satisfaction.
Legal Compliance and Evidence Management
- Maintain comprehensive and accurate records of inspections, photographs, specifications, progress updates, communication records and completion evidence.
- Ensure records are suitable for legal disclosure and support robust defence of housing disrepair claims where applicable.
- Assist in the preparation of responses to legal enquiries, complaints, claims and regulatory investigations.
- Ensure landlord obligations are met in accordance with relevant housing legislation and contractual requirements.
- Monitor compliance with regulatory standards, policies and procedures relating to repairs, maintenance and property condition.
- Attend case review meetings with legal representatives, surveyors and stakeholders where required.
- Provide professional and factual evidence regarding completed inspections and works when requested.
Health, Safety and Compliance
- Ensure the safety of employees, residents, contractors and members of the public by complying with all health and safety legislation and company procedures.
- Implement and work within CDM-controlled and monitored environments.
- Ensure all risk assessments, method statements and safe systems of work are followed.
- Maintain awareness of statutory compliance requirements and ensure works are completed in accordance with current regulations.
- Ensure operatives maintain tools, plant, equipment and vehicles in a safe and serviceable condition.
- Ensure all mandatory training and compliance requirements remain current and up to date.
Customer Service
- Deliver high standards of customer care and act professionally when dealing with tenants, leaseholders and stakeholders.
- Manage complex customer issues and provide practical solutions to achieve satisfactory outcomes.
- Support vulnerable residents and manage sensitive cases with discretion, empathy and professionalism.
- Promote a customer-first culture throughout the team.
Fleet and Asset Management
- Be responsible for the appropriate use and maintenance of company vehicles, equipment and materials.
- Ensure operatives' vehicles remain clean, safe and maintained in accordance with fleet requirements.
- Undertake regular inspections of tools and equipment to ensure they remain fit for purpose.
General
- Undertake any other duties commensurate with the level of the post as reasonably required by the business.
- Hold and maintain a valid full UK driving licence.
Education & Qualifications desirable:
Essential
- Apprenticeship, City & Guilds, NVQ Level 2/3 or equivalent trade qualification.
- Supervisory experience
- Full UK Driving Licence.
Desirable
- HNC/HND in Building Studies, Construction, Surveying, Property Maintenance or related discipline.
- Damp and Mould Assessment Training.
- Professional membership with CIOB, RICS, CABE or equivalent.
Knowledge Requirements
Essential
- Strong understanding of responsive repairs and property maintenance practices.
- Knowledge of health and safety legislation and safe working practices.
- Understanding of contractor management and performance monitoring.
- Knowledge of building defects, diagnostics and repair methodologies.
- Understanding of safeguarding responsibilities.
Desirable
- Knowledge of Housing Act 2004.
- Knowledge of Landlord and Tenant Act 1985.
- Knowledge of Homes (Fitness for Human Habitation) Act 2018.
- Understanding of Housing Ombudsman requirements and complaint handling expectations.
- Knowledge of housing disrepair legislation and pre-action protocols.
- Understanding of damp, mould and condensation management principles.
- Understanding of evidence requirements associated with claims and legal proceedings
