Charlton Recruitment is recruiting on behalf of HS2 Ltd for an Environmental Manager to join the client-side Integrated Project Team overseeing the London Tunnels Main Works Civils Contract.

This is a unique opportunity to play a key role in delivering the environmental commitments of one of Britain's largest and most complex infrastructure programmes.

Working across live heavy construction sites in central and west London, you will provide environmental assurance across multiple locations where SCS Railways JV are delivering major underground infrastructure, including ventilation shafts, headhouses and associated surface structures.

This is a site-focused role requiring a visible presence within the construction environment. You will work closely with delivery teams, contractors and stakeholders to ensure environmental commitments are achieved while managing the challenges of delivering major infrastructure in a densely populated urban environment.

You will operate across complex stakeholder interfaces including:

  • London Boroughs of Ealing, Camden and Hillingdon
  • Environment Agency
  • SCS Railways JV and supply chain partners
  • HS2 technical and environmental teams
  • Local communities and statutory stakeholders

The successful candidate will be confident providing constructive challenge, influencing Tier 1 contractors and ensuring environmental compliance is maintained alongside programme delivery and value for money.

The Opportunity

Reporting to the Senior Environmental Manager, you will provide environmental assurance across the London Tunnels Main Works Civils Contract.

You will be responsible for monitoring environmental performance, undertaking site visits, reviewing contractor submissions and ensuring environmental obligations are embedded throughout design and construction delivery.

This role requires someone who understands the realities of live construction and can balance environmental compliance with programme pressures, commercial considerations and construction priorities.

A key aspect of the role will be identifying environmental risks that may impact delivery, supporting Early Warning processes and ensuring potential changes are effectively managed to protect HS2 and taxpayer value.

Key Responsibilities

  • Provide client-side environmental assurance across the London Tunnels Main Works Civils Contract
  • Maintain a regular site presence across multiple live heavy construction locations
  • Monitor contractor compliance with HS2 Environmental Minimum Requirements and environmental legislation
  • Undertake site inspections, audits and environmental performance reviews
  • Review contractor Environmental Management Plans, permits and technical submissions
  • Identify environmental risks and ensure effective mitigation measures are implemented
  • Challenge poor environmental performance and drive continuous improvement
  • Support management of construction environmental risks including waste, noise, vibration, dust, air quality and water
  • Work collaboratively with SCS JV, subcontractors and project delivery teams
  • Engage with regulators, local authorities and stakeholder groups
  • Support environmental incident prevention, investigation and corrective actions
  • Identify environmental issues that may require Early Warnings or commercial change management
  • Provide practical environmental advice during construction planning and delivery activities

About You

We are looking for an Environmental Manager/advisor/consultant with experience delivering environmental management within major infrastructure, civil engineering or complex construction projects.

You may come from a contractor, consultancy, client-side or regulatory background. The key requirement is practical experience of working within a live construction environment, with the confidence to influence and challenge delivery teams.

We are open to candidates from backgrounds including:

Environmental Management / advisor, Environmental Consultancy, Ecology, Noise & Vibration, Air Quality, Water Environment, Carbon, Contaminated Land, Environmental Planning etc

If you have a specialist environmental background, you will need to demonstrate broader understanding of construction delivery, EIA, design interfaces and contractor management.

Essential Experience

  • Experience working on major infrastructure or complex construction projects
  • Experience managing environmental risks within a live construction environment
  • Strong understanding of UK environmental legislation and construction environmental management
  • Experience working with Tier 1 contractors or major delivery organisations
  • Ability to influence, challenge and communicate effectively with stakeholders at all levels
  • Experience reviewing environmental documentation and contractor submissions
  • Strong understanding of environmental risks associated with major civil engineering projects
  • Practical understanding of delivering environmental controls on site

Experience within major infrastructure projects - rail, tunnelling, highways, utilities, energy, nuclear, construction or major civil engineering projects would be highly beneficial.
