Salary:                £698 - £900 a day
Hours:                 37 hours
 
BRC are working closely with a leading organisation to recruit an experienced Finance Business Partner to provide high-quality financial advice and commercial expertise across the organisation.
 
This role involves providing strategic and operational financial management, supporting budgeting and forecasting, financial planning, transformation programmes, financial reporting and control. The successful candidate will work closely with senior managers and key stakeholders to support informed decision-making, improve financial performance and deliver value for money.
 
Duties:
  • Provide strategic and operational financial management, commercial and financial planning advice.
  • Support option analysis, business case development and budget management.
  • Provide financial advice and support to senior officers, councillors and key stakeholders.
  • Monitor and proactively manage financial risks, opportunities and uncertainties.
  • Support business development and transformation through financial modelling, predictive analytics and commercial insight.
  • Lead the development and clearance of key internal and external financial documents.
  • Support the development and management of revenue and capital budgets.
  • Provide financial insight to support evidence-based decision-making and strategic objectives.
  • Lead and support complex projects and programmes.
  • Contribute to the development of financial policies, processes and frameworks.
  • Support the delivery of annual accounts and work closely with external auditors.
  • Translate and communicate technical and legislative changes across the organisation.
  • Contribute to the development of capital and investment strategies and capital programmes.
  • Undertake and oversee financial appraisals, supplier financial assessments and due diligence.
  • Provide advice relating to VAT, SDLT, Corporation Tax and wider treasury matters.
  • Lead and coordinate financial improvements, transformation, automation and self-service initiatives.
  • Deputise for Heads of Service where appropriate.
  • Lead teams in delivering financial training and organisation-wide financial awareness.
 
Requirements:
  • Relevant professional qualification, such as a CCAB or equivalent qualification, with post-qualification experience and evidence of continuing professional development.
  • Strong understanding of the operational context within which local government services operate.
  • Excellent financial acumen with experience developing robust commercial and economic models.
  • Strong knowledge of budgeting, forecasting, revenue and capital financial planning.
  • Knowledge of International Financial Reporting Standards, financial markets and funding requirements.
  • Experience providing commercial and business advice to senior management.
  • Experience supporting transformation projects and capital programmes.
  • Experience developing financial appraisals and assessing the viability of business cases and investments.
  • Knowledge of legislation relating to prudential borrowing and housing financial regulations.
  • Knowledge and experience of VAT, including partial exemption, and Treasury.
  • Strong leadership and people management skills.
  • Experience delivering complex projects and programmes.
  • Excellent analytical, problem-solving and decision-making abilities.
  • Experience working within complex and diverse organisations.
  • Strong stakeholder management, negotiation and presentation skills.
  • Ability to manage ambiguity and support effective change management.
  • Experience using digital technology to improve services.
