Governance & Reporting Manager - Birmingham / Hybrid  - £47,255 – £55,595 + Benefits

We are recruiting for a Governance & Financial Reporting Manager to join a team working on a major infrastructure scheme.

You will play a key role in ensuring Government Functional Standards are met and documented, while managing the organisation’s Fraud Risk Assessment (FRA), assurance and reporting programmes. You will help identify and manage fraud, bribery and corruption risks across the programme and supply chain, providing assurance that financial and reputational risks are effectively controlled.

Key Responsibilities
  • Manage the Fraud Risk Assessment programme, including detailed, thematic and enterprise assessments.
  • Undertake fraud measurement exercises and develop fraud risk models and metrics.
  • Develop the Counter Fraud Strategy based on FRA findings and data-driven insights.
  • Ensure compliance with Government Functional Standard 013.
  • Develop and maintain fraud-related policies, including Gifts & Hospitality and Whistleblowing.
  • Liaise with internal teams and supply chain stakeholders to manage current and emerging fraud risks.
  • Produce clear, high-quality reports for senior management and governance committees.
  • Develop and deliver counter-fraud training across the organisation.
  • Coordinate assurance activity and provide effective governance oversight.
 

Essential Experience & Skills
  • Substantial experience managing a Fraud Risk Assessment programme, ideally within construction or major infrastructure.
  • Strong knowledge of Government Functional Standard 013 and counter-fraud governance.
  • Experience delivering detailed, thematic and enterprise-level FRAs and fraud measurement.
  • Strong understanding of fraud, bribery and corruption legislation, including the Fraud Act 2006, Bribery Act 2010 and ECCTA 2023.
  • Experience producing senior-level reporting and supporting corporate governance and risk oversight.
  • Excellent stakeholder management, communication and influencing skills.
  • Experience developing policies, processes and counter-fraud training.
  • Membership of, or knowledge of, the Government Counter Fraud Profession would be advantageous.
