Contract Duration: 6+ Months - 3 days on site requirement
Working Hours: 37 hours per week  
Pay Rate: PAYE: £ 500.00 per day

Job Responsibilities
  • Lead and manage the Council's Facilities Management (FM) strategy, governance, and service delivery.
  • Oversee FM operations, contract management, procurement, and compliance with Council policies.
  • Develop and implement property maintenance strategies to ensure assets are safe, compliant, and well maintained.
  • Ensure statutory inspections, risk assessments, and remedial works are completed in line with legislative and regulatory requirements.
  • Drive energy efficiency, lifecycle maintenance, and net zero carbon initiatives across the property portfolio.
  • Develop and maintain effective FM arrangements for all Council and partner-occupied buildings.
  • Procure, manage, and monitor FM contractors and specialist service providers, ensuring quality, value for money, and delivery within budget and timescales.
  • Provide strategic advice and reports to senior leadership, Members, and stakeholders on property and facilities matters.
  • Ensure Council property assets are regularly reviewed to maximise operational performance and value.
  • Lead continuous improvement initiatives to enhance FM service delivery and compliance.
Person Specification
  • Degree in Facilities Management or a related discipline.
  • Professional membership/accreditation such as CIWFM (or equivalent).
  • PRINCE2 or equivalent Project Management qualification.
  • Significant senior-level experience in Facilities Management, ideally within a Local Authority or public sector environment.
  • Strong knowledge of property compliance, health and safety legislation, and statutory building requirements.
  • Proven experience in contract management, procurement, and supplier performance management.
  • Experience managing property maintenance, capital projects, and asset management programmes.
  • Strong leadership, stakeholder management, and strategic planning skills.
  • Excellent communication, reporting, and decision-making abilities.
  • Experience delivering energy efficiency and sustainability initiatives, including net zero programmes, is desirable.
