Our client, operating within the highways sector, is looking for a contracted Head of Parking and Mobility to join their team. This role involves overseeing all aspects of parking and mobility services, ensuring efficient and effective service delivery, and leading on all service developments.



Key Responsibilities:

  • Maintaining an overview of service performance in compliance with legislation and codes of practice
  • Serving as the Head of Service, exercising delegated powers, and advising on parking and mobility functions and duties
  • Ensuring services are relevant and deliver value for money, adhering to Council policies and strategies
  • Establishing and maintaining excellent relationships with internal and external stakeholders
  • Managing service developments and identifying areas for improvement
  • Producing annual service plans in line with Council strategies and objectives
  • Overseeing the provision of School Crossing Patrols
  • Representing the Council on national and regional parking forums


Corporate Responsibilities:

  • Contributing to the council's priorities and promoting a 'one organisation' approach
  • Developing and maintaining positive relationships with colleagues, stakeholders, and communities
  • Promoting equality and non-discriminatory service delivery
  • Supporting organisational change and fostering a culture of innovation
  • Adhering to health and safety guidelines and ensuring risk assessments are conducted
  • Deputising for the Divisional Director - Public Realm when required


Job Requirements:

  • Extensive operational and strategic experience in parking or related services
  • Proven experience in preparing and implementing service improvement plans
  • Sound knowledge of local government finance and budget management
  • Strong project planning and project management skills
  • Excellent analytical and problem-solving abilities
  • Effective communication skills with a focus on clear vision and strategy
  • Exemplary people-management skills, including handling performance, discipline, and quality assurance
  • Commitment to continuous professional development and promoting equality and diversity
