We are working with a London borough looking to appoint an experienced Interim Head Of Parking Services

This is a specialist parking role requiring someone who genuinely knows the service inside out. The council needs a parking professional rather than a broader public realm manager—someone who understands the legislation, operational pressures, income, enforcement and commercial realities of running a local authority parking service.

The internal team consists of approximately 8–10 staff, with the majority of parking operations, including enforcement, delivered through an outsourced provider. A major part of the role will therefore involve managing the client-side relationship, monitoring performance and ensuring the contractor is delivering what the council is paying for.

Parking will eventually be absorbed into a broader service as part of a new organisational structure. The interim will be responsible for maintaining performance, providing stability and helping the service move through that transition successfully.

Key priorities will include:

• Leading the council’s parking service and its internal team
• Managing the relationship with the outsourced parking provider
• Monitoring contract performance, KPIs, compliance and value for money
• Challenging underperformance and ensuring agreed improvements are delivered
• Maintaining oversight of parking enforcement and operational delivery
• Managing parking income, expenditure and performance information
• Ensuring complaints, correspondence and sensitive casework are handled properly
• Advising senior officers and elected Members on parking matters
• Supporting the transfer of parking into the council’s new service structure

Candidates must have substantial local authority parking experience, including direct responsibility for outsourced parking contracts and enforcement services. Strong contract management skills are essential.
