Role Overview:
We are seeking an experienced Health & Safety Manager to join a principal Tier 1 contractor delivering high-profile rail and civils framework projects across the North West.
This role requires a hands-on safety leader with deep expertise in Network Rail standards, civil engineering operations, and Tier 1 delivery environments. You will be responsible for providing strategic and operational H&S leadership, ensuring strict compliance across active sites, possession works, and framework packages.
Candidate Responsibilities:
Lead H&S management across live rail and civil engineering sites, ensuring full alignment with Network Rail standards, CDM 2015 regulations, and safety procedures.
Conduct regular site safety inspections, high-risk work audits, and possession/blockade H&S monitoring (including night/weekend works where required).
Lead comprehensive root-cause investigations for near-misses, accidents, and dangerous occurrences, delivering clear reporting and actionable prevention strategies.
Review and approve Work Package Plans (WPPs), Task Briefing Sheets (TBSs), Risk Assessments, and Method Statements (RAMS) for complex civils and trackside operations.
Act as the primary H&S point of contact for client representatives (Network Rail), subcontractors, and external regulatory bodies.
Drive proactive behavioral safety initiatives across site teams and supply chain partners to maintain high engagement and continuous improvement.
Candidate Requirements:
NEBOSH National Diploma (or equivalent Level 6 H&S qualification).
CMIOSH status (or actively working towards Grad IOSH).
Valid PTS (Personal Track Safety) card.
Minimum 5+ years of H&S management experience within Rail and Civil Engineering environments.
Proven track record working directly for or with Tier 1 Contractors on multi-disciplinary framework projects.
Deep technical understanding of CDM 2015, Network Rail Company Standards (NR/L2/OHS Series), and principal contractor requirements.
Experience with structural civils (e.g., bridges, earthworks, drainage, platform extensions) within a live rail corridor.
