£35 per hour UMB. Inside IR35 - 6 Month Contract
Job Purpose
To undertake statutory and risk-based highway safety inspections and associated activities to ensure the highway network remains safe, serviceable, and compliant with relevant legislation. The role also provides a proactive customer engagement function, acting as a key interface between the service, stakeholders, and the public.
The post supports the Council's ability to defend third-party claims through accurate inspection records and timely defect identification and resolution.
Key Responsibilities
1. Highway Safety Inspections
Undertake planned, cyclical, and ad hoc road safety inspections of the highway network, including carriageways, footways, and associated assets.
Identify, risk assess, and categorise defects in accordance with policy and national codes of practice.
Raise works orders and ensure defects are progressed within agreed timescales.
Maintain accurate inspection records to support statutory defence (Section 58 and liability claims).
Undertake follow-up inspections and quality checks on completed works.
2. Network Monitoring and Compliance
Monitor works undertaken on the highway to ensure compliance with council standards and specifications.
Identify defects or non-compliant works and initiate remedial or enforcement action where required.
3. Customer Engagement & Stakeholder Management
Act as a primary point of contact for highway-related enquiries within a defined area.
Respond to customer complaints, councillor enquiries, and public reports in a timely and professional manner.
Liaise with Town and Parish Councils, elected Members, and community groups on highway issues.
Work collaboratively with the Engagement Team to manage and prioritise customer-driven inspection activity.
4. Asset Management & Reporting
Support the development of maintenance programmes and renewal schemes.
Input and manage inspection data within corporate systems (e.g. Symology/Insight or equivalent).
Provide evidence and reports for legal proceedings, claims, and audits where required.
5. Service Delivery & Continuous Improvement
Support improvements to inspection processes, policy, and service delivery methods.
Contribute to performance monitoring, KPIs, and service objectives.
Promote innovation, efficiency, and best practice within inspection and engagement activities.
6. Health, Safety and Compliance
Work in accordance with all relevant health and safety legislation and risk assessments.
Ensure consideration of vulnerable road users and environmental impacts in all inspection activities.
