We’re currently recruiting for an experienced HR Consultant specialising in Job Evaluation to join a major public sector organisation in Bristol on a permanent basis.

This is a brand-new role within the organisation and offers an excellent opportunity for an experienced HR professional to play a key role in shaping fair, consistent and effective people practices.

The Role

As an HR Consultant, you’ll provide specialist HR advice and guidance across a broad range of employee relations, policy and organisational matters, with a particular focus on Job Evaluation.

You’ll work closely with managers, HR colleagues, senior stakeholders and trade union representatives to ensure employment practices are fair, consistent, legally compliant and aligned with organisational objectives.

A key part of the role will be leading and supporting job evaluation activity, advising on role design and grading outcomes, and contributing to the ongoing development and maintenance of job evaluation frameworks.

Key Responsibilities

  • Lead and support Job Evaluation activity, ensuring roles are assessed fairly and consistently.
  • Advise managers on role design, grading outcomes and job evaluation processes.
  • Support the maintenance and development of job evaluation frameworks, guidance and documentation.
  • Use workforce and role data to inform pay, grading and organisational decisions.
  • Provide expert advice on complex employee relations matters, including disciplinary, grievance, absence, performance and restructuring cases.
  • Support TUPE transfers, internal appeals, conflict resolution and other complex HR processes.
  • Conduct thorough and impartial investigations where required.
  • Develop and review HR policies and procedures in line with employment legislation and best practice.
  • Work collaboratively with senior HR colleagues, managers and trade unions to develop practical and effective solutions.
  • Analyse HR data and workforce information to identify trends and opportunities for improvement.
  • Support organisational projects relating to workforce culture, working practices and organisational change.
  • Provide coaching and guidance to managers to build confidence and capability in people management.
  • Ensure equality, diversity and inclusion considerations are embedded throughout HR practice.

About You

We’re looking for an experienced HR professional who can demonstrate:

  • Significant HR experience within a local authority environment – essential.
  • Proven experience of NJC / GLP Job Evaluation – essential.
  • Strong experience advising independently on complex employee relations matters.
  • Experience across areas such as disciplinary, grievance, performance, absence, restructuring, TUPE and investigations.
  • Strong knowledge of employment law and HR best practice.
  • Experience of Job Evaluation, grading and role assessment within a public sector environment.
  • Excellent analytical and problem-solving skills, with strong attention to detail.
  • The confidence to challenge constructively and influence managers and senior stakeholders.
  • Strong negotiation and conflict resolution skills.
  • Excellent written and verbal communication skills.
  • The ability to handle highly confidential and sensitive information with professionalism.
  • A proactive, solutions-focused approach and the ability to manage competing priorities.
  • A strong understanding of equality, diversity and inclusion within HR practice.
  • CIPD Chartered Membership, or demonstrable equivalent experience, knowledge and skills with a commitment to achieving Chartered status.
  • Good working knowledge of Microsoft 365 and other business applications.

Working Arrangements

This is a predominantly remote role, offering excellent flexibility.

You should, however, be comfortable attending the Bristol office on occasion, potentially around once a week, with additional in-person team meetings taking place approximately 2–3 times per year. Other team meetings are held remotely.

Candidates based outside Bristol are welcome to apply, but you should be comfortable with the travel requirements and have a good understanding of the Bristol area.
