HSE Advisor - 12 month Fixed Term Contract

The Marine Bulk Import Facility (MBIF) is a major temporary marine infrastructure project supporting the construction of the Sizewell C nuclear power station on the Suffolk coast. The facility enables the delivery of large construction materials by sea and includes a 463m-long jetty, steel and precast structures, and a cantilevered traveller system (Cantitravel) for modular construction.

Key Project Features Relevant to Roles

Construction Methodology: Marine piling, modular steel and precast concrete assembly, cantilevered traveller erection system.

Workstreams: Early Contractor Involvement (ECI), Test Piling, and Main Works.

Delivery Timeline: August 2025 – November 2026.

Contract Model: NEC3 Option C – Target Cost with Activity Schedule.

The Role

This is a 1-year fixed-term contract role working on a shift basis.

To assist the HSE Manager with the day to day management of the department will be the key function of the role and also provide support and advice to operational teams on all aspects of health and safety management, developing health and safety documentation, meeting legal, company and project standards and helping deliver a safety culture of continual improvement and delivering the highest standards. Understand the Clients and Regulators requirements to ensure their health and safety requirements are complied with and work with supply chain to ensure they meet their legal and contractual obligations. Support the site teams to eliminate, minimise and mitigate risk to protect the operational teams, project management, visitors and members of the public.

What You'll Be Doing

Ensure that legal, contractual and procedural compliance is delivered.

Provide advice and support to operational management and teams on health and safety matters.

Work to parent company and projects codes of conduct and terms and conditions of employment.

To promote a positive culture across all levels of the team and challenge behaviours not consistent with the strategy and ethos.

To advise and support the project teams on their specific H&S duties, and provide guidance, monitoring and reporting on compliance with these responsibilities.

To provide support to project site management and supervision to ensure that all operations and activities are effectively planned and undertaken in compliance with site and project HSE requirements.

To provide the project team with competent advice on current HSE legislation applicable to the activities, any hazards present relevant to the scope of works.

To contribute towards building a positive team spirit on all H&S matters on the project.

To actively challenge and report any unsafe actions and unsafe conditions.

To ensure all enquiries from the project teams are dealt with accurately and promptly.

Deliver suitable safety training programmes for all project personnel (including routine project inductions, toolbox talks and topic specific presentations as necessary to achieve the project goals).

Participate in the regular reviews and updates of the project HSE management system via internal audits and with external accreditation bodies.

Provide support to the site teams for internal and external audits.

Maintain a visual presence on site and assist with coaching and mentoring of project personnel to ensure continuous improvements.

Support the project management teams with the development and maintenance of project management, construction phase plans and project risk assessment and method statements.

Undertake internal Health, Safety, Environmental & Quality Audits to identify possible gaps within the management system.

Initiate and oversee incident investigations by putting investigation teams together, deliver time bound investigations/reports, monitor the corrective actions and close outs and share the learning with the team.

Maintain relationships with regulators, clients, subcontractors and supply chain partners.

Develop and maintain relationships with local and internal stakeholders.

Oversee the management of hazard and observation reporting on a project wide basis to ensure prompt feedback is given and actions are closed out.

Ensure the health and safety management system is maintained in line with changing standards and legislation, customer and project requirements.

Ensure on site compliance with Health, safety and environmental legislation and coach teams in applying controls and mitigations.

Support the resources and project teams to deliver training in line with the competency matrix and requirements from the project HSE Action Plans.

Work with suppliers and manufacturers to implement a PPE management system and ensure that all employees on site have appropriate PPE for their role.

Support the HSE Manager to produce monthly reports from the Board and key stakeholders.

What We’re Looking For

Essential:

  • Technician Member of the Institution of Occupational Safety and Health working towards Chartered status/

  • Member of International Institute of Risk & Safety Management

  • NEBOSH General or Construction Certificate

  • Managers and Professionals CSCS card

  • A detailed knowledge of health and safety legislation, regulations and guidance.

  • Construction and civil engineering industry experience and in particular CDM 2015

  • A detailed knowledge of the risk assessment process.

  • Effective computer skills; knowledge of the latest editions of Microsoft Office software and other company and discipline specific software applications.

  • Good interpersonal skills
