Instructional Designer / Learning & Development Professional (Interim)Duration: 3 months Location: Hybrid preferably
Reporting to: Leadership & Development Manager

Purpose of the Role

To convert existing face‑to‑face leadership and capability development materials into high‑quality, engaging blended learning. The role will design, build and implement online learning modules that prepare learners for face‑to‑face deep‑dive sessions, ensuring a consistent, accessible and high‑quality learner experience across programmes.Key

Responsibilities

Review existing face‑to‑face programme materials and redesign them for blended delivery. Create engaging online learning modules using Articulate software (e.g. Storyline / Rise). Design the learner journey to support engagement and readiness ahead of face‑to‑face sessions. Identify content gaps and design new learning materials where required.

Learning Design and Development

LMS Implementation (Totara)

  • Configure learning modules to be course‑ready on the Totara LMS.
  • Build in learner tracking, progress monitoring and evaluation mechanisms within Totara.
  • Ensure reporting supports both operational oversight and evaluation of learning impact.

Standards and Accessibility

  • Ensure all learning meets Civil Service standards, including as a minimum:
  • Equality, Diversity and Inclusion (EDI)
  • Accessibility requirements
  • Plain English standards
  • Design learning that is inclusive, usable and accessible for all learners.

Onboarding and Learner Support

  • Design an onboarding process for staff who are new to blended learning.
  • Provide clear guidance within the learning experience on how to engage with online modules and prepare for face‑to‑face learning.

Stakeholder Engagement

  • Work closely with the Leadership & Development Manager to shape content and direction.
  • Confidently participate in a cross‑business working group, with line manager support present.
  • Engage constructively with senior leaders from across the organisation to steer learning design decisions.

Skills and Experience RequiredEssential

  • Proven experience as an Instructional Designer or L&D professional.
  • Strong capability in designing blended learning programmes.
  • Hands‑on experience using Articulate to build digital learning modules.
  • Experience setting up and configuring learning on an LMS (Totara experience highly desirable).
  • Understanding of accessibility, EDI and plain English principles in learning design.
  • Ability to translate complex content into clear, engaging and learner‑focused materials.
  • Strong communication skills and confidence working with senior stakeholders.

Desirable

  • Experience working in or with the Civil Service or public sector.
  • Familiarity with learning evaluation approaches (e.g. built‑in feedback, completion data, impact measures).
  • Experience designing leadership or management development programmes.

Outputs and Deliverables

  • A suite of online learning modules ready for delivery on Totara.
  • A clear learner journey that supports engagement before face‑to‑face delivery.
  • Built‑in tracking and evaluation within the LMS.
  • An onboarding approach for learners new to blended learning.
  • Consistent design styling across all learning materials.
