About the client
Morgan Law are seeking an interim Head of Revenues and Benefits for a Local Authority in the London area.
Accountabilities
- Lead the development and delivery of long‑term service strategies aligned to
the council's corporate plan and wider local, regional, and national priorities. - Provide expert advice to Directors, Elected Members, and Committees,
ensuring decisions are informed, evidence‑based, and compliant with
legislation. - Identify emerging trends, risks, and opportunities, translating them into
actionable plans that strengthen service resilience and performance. - Oversee day‑to‑day service delivery, ensuring statutory obligations are met
and services are delivered safely, efficiently, and to a high standard. - Manage budgets, resources, and commissioning arrangements, ensuring
financial sustainability and robust governance. - Lead service transformation, digital innovation, and process redesign to
improve customer experience and operational efficiency - Prepare and present reports, business cases, and performance updates to
senior leadership and elected members
Candidate Requirements
- Demonstrable leadership experience within a Revenues and Benefits environment.
- Strong knowledge and understanding of local government statutory frameworks, governance arrangements, and democratic decision-making processes.
- Excellent financial and resource management skills, with a proven track record of delivering efficiencies, driving value for money, and optimising service performance.
- Outstanding stakeholder management and influencing skills, with the ability to build effective relationships and engage confidently at all levels, including elected Members.
- A proven track record of leading organisational transformation, driving service improvement, and embedding positive cultural change.
- A strong commitment to equality, diversity, safeguarding, and delivering high-quality, resident-focused outcomes.
- Extensive technical knowledge of Revenues and Benefits legislation, together with a comprehensive understanding of emerging government policy, strategy, and developments within the sector.
