Our client, a leading provider of facilities services in the UK, is seeking a Labour Optimisation Manager to build and roll out a labour model across healthcare contracts, ensuring each contract has a clear, evidence-based view of its labour requirements by area.

This role exists to close the gap between operational delivery and labour demand by creating a consistent, defensible approach to labour planning and performance management. The successful candidate will establish this function at scale, using data and evidence to challenge operational assumptions and support informed decision-making.

Job Description

Working closely with contract teams, the Labour Optimisation Manager will embed labour performance management into day-to-day operations and lead the scheduler community through a dotted-line structure. The role will also drive the rollout of a proven methodology across multiple sites, supporting consistency and operational effectiveness across the portfolio.

We are looking for someone who can establish this function at scale, challenge operational assumptions with data and evidence, and work closely with contract teams to embed labour performance management into day-to-day operations.

The role will lead the scheduler community through a dotted-line structure and support the rollout of a proven methodology across multiple sites.

Key Responsibilities

• Build and maintain deployment models for contracts in scope, translating area, frequency and standards into a defensible labour hours requirement.
• Own and refresh the monthly labour position across the portfolio, tracking hours and cost against model, budget and target by contract and area.
• Investigate variances between delivered performance and the labour model, including conducting time-and-motion studies where required.
• Validate source data, including cost centre scope, area measurements and pay cost build, ensuring data is accurate before use.
• Deliver the rollout programme across healthcare contracts, managing the site data pack process through to a fully modelled position.
• Work with Key Account Directors, Key Account Managers and contract teams to agree scope, communicate findings and implement identified changes.
• Lead and develop the scheduler community through influence, supporting the transition from shift dispatching to labour performance management.
• Own productivity reporting, Power BI dashboard outputs, workforce data integration and savings tracking from identification through to realisation.

Person Specification

• Demonstrable experience in labour modelling, productivity analysis or workforce optimisation within a multi-site operational environment.
• Advanced Excel skills, including building and auditing formula-driven models relied upon by others.
• Strong analytical capability with the ability to identify inconsistencies in data and communicate limitations clearly.
• Experience of converting analysis into operational improvements with measurable outcomes.
• Ability to build credibility and influence stakeholders without direct line management authority.
• Experience supporting operational reporting and performance management processes.
• Knowledge of workforce data integration, productivity reporting and dashboard outputs.
• Full UK driving licence and willingness to travel to contract sites across the UK.
