Hays HR are delighted to be partnering with an organisation seeking an experienced Learning & Talent Specialist / Organisational Development Manager to support the delivery of a newly launched People Strategy, in Hampshire. Initial 10 - 12 months fixed term contact to start ASAP in September/October.
This is a unique opportunity to join an organisation at a pivotal point in its transformation journey. Following a significant period of organisational change and growth, a new strategic focus has been established around Talent, Growth, Culture, Inclusion and Leadership. As a result, an interim Learning & Talent Specialist is required to lead several high-profile people projects that will have a lasting impact on workforce capability, leadership development and employee experience.
This role requires an individual who can quickly assess organisational needs, build momentum and deliver tangible outcomes from day one.
The Opportunity
Reporting directly to the Chief People Officer, you will take ownership of several strategically important projects, including the implementation of a new Learning Management System (LMS), the creation of Learning & Development frameworks, talent and succession plans, and the leadership development programmes that support the organisation's long-term ambitions.A scoping exercise for the LMS has already been completed, however the successful candidate will lead the project from this point, establishing governance, developing implementation plans, driving delivery to roll out and implementation. You will also play a key role in strengthening the organisation's reputation as an employer of choice through innovative talent, learning and leadership initiatives.
Key Responsibilities
- Lead the implementation and project management of a new Learning Management System.
- Design and develop a learning and development framework that supports employees at all levels.
- Create engaging learning resources and development programmes aligned to organisational objectives.
- Develop a comprehensive induction and onboarding framework, including mandatory training pathways.
- Design and implement talent management, succession planning and workforce development frameworks.
- Review and enhance existing performance management approaches to strengthen organisational capability.
- Partner with senior leaders and key stakeholders to embed a culture of continuous learning and development.
- Utilise people data and workforce insights to inform decision-making and measure impact.
- Support the delivery of a forward-thinking People Strategy centred on talent, growth and leadership development.
About You
We are keen to speak with experienced Talent, Learning & Development or Organisational Development professionals who can demonstrate a strong blend of strategic thinking and hands-on delivery.
You will ideally bring:
- CIPD Level 7 qualification or equivalent experience.
- Significant experience within Talent Development, Organisational Development, Talent Management or Learning Partner roles.
- Proven experience implementing learning platforms (LMS) or talent management systems.
- Experience designing succession planning and workforce planning frameworks.
- Strong knowledge of learning, leadership and capability development.
- Experience developing and embedding performance management approaches.
- Experience of designing & commissioning Leadership & Development Programmes
- Excellent stakeholder management and influencing skills.
- Strong project management capability with the ability to work autonomously and at pace.
- Data-driven decision-making skills with the ability to translate insights into practical action.
The Offer
The opportunity to work alongside an inspirational Organisational Development focused Chief of People who will support this individual to achieve the organisational goals of a new Learning & Development offer.
- This role is for an initial 10 to 12-month fixed term contract
- Full Time - 37 hours per week / 5 days
- Based at sites in Southern Hampshire - circa 4 days per week on-site, but some flexibility may be available depending on the needs of the tasks at hand.
