Part Time Interim Estates Surveyor
We are seeking an experienced Interim Estates Surveyor to join a local authority Estates and Property team, providing professional property advice and supporting the effective management and development of the Council’s property portfolio.
This is an excellent opportunity for a qualified surveyor with local government, public sector or complex property portfolio experience to make an immediate contribution.
Key Responsibilities:
- Manage and provide professional surveying advice across the Council’s operational and investment property portfolio.
- Manage landlord and tenant matters, including leases, renewals, rent reviews, licences and other property agreements.
- Provide advice on acquisitions, disposals, lettings and property transactions.
- Negotiate with tenants, landlords, agents, solicitors and other external stakeholders.
- Prepare property reports, recommendations and business cases for senior officers and elected members.
- Support the delivery of the Council’s asset management strategy and property objectives.
- Identify opportunities to maximise the value, efficiency and utilisation of Council-owned property.
- Instruct and manage external agents, consultants and professional advisers where required.
- Ensure property transactions and estate management activities comply with relevant legislation, Council policies and governance requirements.
- Maintain accurate property records and ensure the Council’s property database and asset information remain up to date.
- Work collaboratively with colleagues across estates, legal, finance, planning, housing and other Council services.
- Provide professional advice on property-related risks, opportunities and strategic estate matters.
Requirements:
- MRICS-qualified Chartered Surveyor, or equivalent professional qualification.
- Significant experience in commercial or public-sector estates/property management.
- Strong knowledge of landlord and tenant matters, leases, rent reviews and property transactions.
- Experience of managing and negotiating property-related agreements.
- Good understanding of valuation, acquisitions, disposals and asset management principles.
- Experience working within a local authority or wider public-sector environment is highly desirable.
- Strong commercial awareness and the ability to provide clear, practical professional advice.
- Excellent negotiation, communication and stakeholder-management skills.
- Ability to manage a varied workload, prioritise competing demands and work to deadlines.
- Strong report-writing and analytical skills, with the ability to present recommendations clearly to senior management and elected members.
- Good knowledge of relevant property legislation, regulations and public-sector governance requirements.
- Proficient IT skills, including Microsoft Office and property/asset management systems.
- Ability to work independently and make sound professional judgements.
