MMP Consultancy is seeking an experienced Interim Planned Works Manager for an initial 3-month contract based in North East Essex on behalf of a Housing Association. This position is available to start immediately, with a day rate dependent on experience and paid inside IR35. Hybrid working is available.
Working within an Asset Management team, you'll be responsible for leading planned and capital works programmes, managing contractors and projects, overseeing compliance, and ensuring the successful delivery of property investment initiatives. This is a key leadership role requiring strong technical expertise, commercial awareness, and experience within a social housing, local authority, or property environment.
Responsibilities:

  • Lead the delivery of planned maintenance and capital works programmes.
  • Manage contracts and contractor performance to ensure projects are delivered safely, on time, and within budget.
  • Oversee compliance with statutory, regulatory, and health and safety requirements.
  • Support the development and implementation of asset management strategies.
  • Manage project budgets, financial forecasting, and expenditure monitoring.
  • Prepare and review specifications, scopes of works, and contract documentation.
  • Ensure the successful delivery of property improvement and investment projects.
  • Provide technical advice and guidance on construction, maintenance, and asset-related matters.
  • Lead and support technical staff, ensuring high levels of performance and service delivery.
  • Monitor project performance and provide regular reporting to senior stakeholders.
  • Ensure procurement activities are undertaken in line with relevant regulations and best practice.
  • Drive continuous improvement across planned works and asset management functions.


Requirements:

  • Extensive experience managing planned maintenance and capital works programmes.
  • Strong contract administration and contractor management experience.
  • Knowledge of building compliance, statutory obligations, and property-related legislation.
  • Experience within social housing, local authority housing, asset management, or a similar property environment.
  • Strong understanding of property maintenance and asset management principles.
  • Experience managing budgets, financial forecasting, and project expenditure.
  • Ability to prepare specifications and oversee technical project delivery.
  • Experience leading and managing technical teams.
  • Good knowledge of procurement processes and construction-related legislation.
  • Strong understanding of health and safety requirements within construction and property services.
  • Excellent stakeholder management, communication, and organisational skills.
  • Ability to start immediately and hit the ground running in a fast-paced environment
