PMO Specialist

1. Role Overview
- Job Title: PMO Specialist
- Location: London (preferred), though open to other strategic site locations for suitable applicants
- Duration: 6 Months
- Start Date: ASAP (immediately available candidates preferred)
- Working Pattern: Hybrid - 3 days onsite per week (Inside IR35)
- Clearance: Active SC Clearance is required
2. Key Responsibilities
- PMO Setup & Operating Model: Architect, implement, and embed a centralized PMO function for a new Public Sector account. Lead setup activities, defining operating models, standards, project lifecycles, and essential toolkits.
- Governance & Change Oversight: Establish standard change governance frameworks, oversight controls, and tracking mechanisms across all projects and programmes.
- Delivery Oversight & Performance Reporting: Maintain continuous visibility over active delivery pipelines, ensuring risks, dependencies, and issues are promptly identified, surfaced, and resolved.
- Executive Support & Insights: Provide senior leadership with portfolio-level delivery insights, performance metrics, decision-making support, and resource planning guidance.
- Process Improvement: Drive continuous improvement initiatives by identifying, designing, and rolling out complex workflow and process enhancements.
- Mobilisation & Assurance: Ensure operational readiness and robust programme mobilisation through comprehensive governance and assurance controls.
- Coaching & Stakeholder Engagement: Act as a trusted PMO advisor and coach to upskill project managers and delivery teams. Build strong working relationships across internal and external account stakeholders.
3. Required Qualifications & Skills
Essential Experience
- Extensive PMO experience, including establishing new PMO capabilities from the ground up as well as managing operations within established environments.
- Deep expertise in programme and change governance, assurance, tracking, and reporting.
- Proven background in governance-focused Programme Change Management (rather than user-adoption-led change).
- Demonstrated success in identifying, designing, and executing complex process improvements.
- Track record of advising senior executive leadership with delivery oversight, governance, and performance metrics.
- Strong credibility at senior levels with the ability to exert influence without formal authority.
- Excellent stakeholder management, interpersonal, and communication skills.
- Proactive self-starter capable of operating effectively within evolving or ambiguous settings.
- Hands-on experience coaching, mentoring, and upskilling project delivery and PMO team members.
Desirable Criteria
- Formal project or programme management certifications (e.g., PRINCE2, MSP, PMP, or equivalent).
Prior experience operating within UK Public Sector contracts or environments.
