Portfolio Planning & Resourcing Lead - Band B - Change - Counter Terrorism Policing HQ

Salary: The starting salary is £62,310, which includes allowances totalling £3,009.

The salary is broken down as £59,301 basic salary, which will increase annually until you reach the top of the scale £72,254. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Summary

The current operational environment for the Counter Terrorism Policing Headquarters (CTPHQ) is dynamic, and CT Policing must continually respond to the threat faced, therefore change is at the heart of CT. Working within CTPHQ, the Portfolio Planning & Resourcing Lead is part of the Change Pillar. The Change Pillar within CTPHQ is responsible for overseeing change activity across the CT Network

Working within CTPHQ Change Pillar, the Portfolio Planning & Resourcing Lead will be responsible for the day-to-day ownership and implementation of the approach, product sets and standards to manage project, programme and portfolio plans and resources across the national and London Counter Terrorism Policing Headquarters (CTPHQ) Change Portfolio of projects and programmes.

Role Position within the CTPHQ Change Pillar

The Change Pillar manages the delivery of the Counter Terrorism (CT) and Protective Security (PS) Policing Change Portfolio to meet our strategic objectives. It is split into five teams: Portfolio Management Office (PfMO), Business Change, Project and Programme Management (PPM), Business Design and Assurance and Standards. The Planning and Resourcing Lead works within the Portfolio Management Office which provides support to the programmes and projects in the CTP Change Portfolio.

This role will report directly to, and be managed by, the Band A Head of Portfolio Office.

Job Purpose

The role oversees all national and London CT & PS portfolio, programme and project planning, scheduling and resource planning. This involves maintaining effective planning and resource management approaches and processes, enabling effective decision making at all levels and liaising with senior stakeholders across change, in particular key enablers across the national and London CT & PS change portfolio to ensure a holistic approach to planning and resource management, ensuring the right resources are available to effectively deliver the Change Portfolio and projects forecast activity with robust, realistic and well-managed schedules.

The role holder is also responsible for provision of a centre of excellence for Planning and Resourcing Management, including the provision of tools, training, guidance and quality assurance at portfolio, programme or project level across the national and London Counter Terrorism & Protective Security (CT & PS) portfolio, including both centrally managed projects and programmes and those managed at Regional level, and for the provision of specialist benefits management expertise to the CT Policing Executive and the national CT policing network.

Sitting under the team structure of the Portfolio Management Office (PfMO), the role holder acts as both the Portfolio Management and Centre of Excellence lead for Planning and Resourcing and will:

  • Lead the creation and application of portfolio standards (in developing and managing project and programme plans, schedules and associated resource plans, including facilitation of workshops and internal upskilling.)
  • Drive the development of the tools, templates and guidance for planning, scheduling and resourcing at project, programme and portfolio levels.
  • Own Portfolio-level planning and resource management controls.
  • Champion best-practice standards in planning and resourcing across the National CT/PS Change Portfolio.

In periods of high demand there could also be a requirement to provide support to the Portfolio Reporting & RAID Lead or the Portfolio Benefits Lead.
