Due to continued growth within the Midlands region, they are seeking an experienced Pre-Construction Manager to join their Birmingham-based work-winning team.
The Role
The Pre-Construction Manager will take ownership of all pre-construction activities across a range of civil engineering and infrastructure opportunities. Working closely with estimating, planning, design, commercial and operational teams, you will lead the development of competitive, technically robust and commercially viable tender submissions, ensuring a seamless transition from bid stage into project delivery.
Key Responsibilities
- Lead pre-construction activities during tender, ECI and PCSA stages.
- Manage the coordination of design development, planning, estimating and methodology.
- Review client requirements and develop winning bid strategies.
- Chair bid launch meetings, workshops, design reviews and settlement meetings.
- Coordinate the production of technical submissions, methodology statements and supporting documentation.
- Identify opportunities for value engineering and alternative construction solutions.
- Develop and maintain tender programmes and bid deliverables schedules.
- Manage risk identification, mitigation strategies and tender risk registers.
- Liaise with clients, consultants, subcontractors and supply chain partners throughout the bid process.
- Ensure proposals are technically compliant, commercially competitive and operationally deliverable.
- Support the successful handover of awarded projects to delivery teams.
- Contribute to business development activities and client relationship management.
Requirements
Essential
- Proven experience in a Pre-Construction Manager, Bid Manager, Tender Manager or similar role within civil engineering.
- Strong background in:
- Groundworks
- RC structures
- Drainage
- Infrastructure
- Highways or major civils projects
- Experience managing multi-disciplinary bid teams.
- Strong understanding of design management and buildability reviews.
- Knowledge of ECI (Early Contractor Involvement) and PCSA processes.
- Excellent stakeholder management and communication skills.
- Commercial awareness with the ability to identify risks and opportunities.
- Full UK driving licence.
Desirable
- Degree or equivalent qualification in Civil Engineering, Construction Management or related discipline.
- Experience working on major UK infrastructure or regeneration projects.
- Knowledge of NEC contracts.
- Chartered or working towards chartered status.
