Pre-Construction Project Manager – Overview
- An exciting opportunity has arisen with a leading social housing provider seeking an experienced Pre-Construction Project Manager to support the delivery of a substantial residential capital investment programme.
- Working within a dedicated pre-construction team, you will play a key role in developing and preparing major refurbishment and component replacement projects across occupied residential properties, including low and high rise buildings. This position offers the opportunity to influence projects from inception through to delivery, ensuring schemes are fully scoped, costed, compliant, and ready for successful handover.
Pre-Construction Project Manager – Key Responsibilities
- Manage the pre-construction phase of planned capital works and refurbishment programmes across occupied residential housing stock.
- Collaborate with internal departments, consultants, and external stakeholders to identify project priorities and programme requirements.
- Coordinate surveys, site investigations, inspections, and feasibility assessments to support project development.
- Develop project scopes, specifications, and design proposals to ensure programmes are deliverable and compliant.
- Work closely with procurement teams to support the tendering, evaluation, and appointment of consultants and contractors.
- Ensure projects comply with relevant legislation, regulations, and industry standards throughout the pre-construction phase.
- Collaborate with delivery teams to ensure projects are fully developed and effectively transitioned into construction.
- Support leaseholder consultation activities associated with planned investment programmes.
- Manage multiple projects simultaneously while maintaining programme objectives, budgets, and timescales.
Pre-Construction Project Manager – Applicant Essentials
Essential
- Demonstrable experience planning, developing, and delivering capital works projects within occupied residential buildings.
- Experience developing specifications, scopes of works, and tender documentation for planned investment programmes.
- Strong knowledge of the Construction Design and Management Regulations 2015.
- Strong understanding of the Building Safety Act 2022.
- Sound knowledge of the RIBA Plan of Work 2020.
- Experience managing multiple projects and stakeholders within complex environments.
- Excellent communication and project management skills.
Desirable
- Previous experience working within a social housing provider or wider public sector environment.
- Background as a Quantity Surveyor, Building Surveyor, Employer's Agent, Contract Administrator, Project Manager, Asset Manager, or Delivery Manager.
- Experience supporting leaseholder consultation processes.
- Knowledge of large scale residential refurbishment and component replacement programmes.
