Preconstruction Manager

We are expanding our team at Bouygues and are looking for a  Preconstruction Manager to join us. In this role you will report directly to the  Preconstruction Director. We are seeking an individual who will take ownership of a bids involving different sectors i.e. Residential, Offices, Education, Healthcare etc. for New Build or Refurbishment projects.

 

Job Purpose and Scope:

Support the winning bid strategy by devising the most innovative, efficient and economically advantageous solution to deliver the tender requirements.  Manage the tender, bid and negotiation processes on a range of projects from a deliverability / buildability perspective.  Win work and successful transfer a project to the construction team.  Animate the Bid Team, Support Teams and partners during a tender/bid stage. On simple tender, the Pre-Construction Manager role will be akin to a Bid Manager role

Accountabilities and key tasks:

Strategic Ownership of the Bid: Own the overall bid strategy, positioning and win approach, Translate client requirements into a coherent, deliverable solution, Define win themes, differentiators, and value proposition

Client & Stakeholder Alignment: Interpret and challenge the client brief, priorities, and evaluation criteria, Ensure alignment with client drivers (cost, programme, quality, ESG, risk appetite), Act as the central interface between client expectations and internal delivery capability, Incorporate insights from Business Development relationships and intelligence

Commercial & Cost Leadership: Oversee cost planning and commercial positioning

Programme & Delivery Strategy: Define construction methodology and sequencing strategy, Validate programme realism and risk allowances, Ensure buildability and alignment with site constraints and logistics, Integrate delivery input from Project Managers and technical teams

Risk & Opportunity Management: Lead identification of key risks (commercial, technical, planning, programme)

Design & Technical Coordination: Oversee design development to ensure design supports bid strategy and constructability

Supply Chain & Market Engagement: Guide procurement strategy and early supply chain engagement

Governance & Internal Alignment: Lead internal governance processes and Align all internal stakeholders

Bid Production & Submission: Own the quality and consistency of the submission
