You will lead a multidisciplinary team responsible for improving housing conditions across the private rented sector, ensuring compliance with housing legislation, driving service improvements and delivering a high-quality, customer-focused service. The successful candidate will work closely with senior leadership, internal departments and external partners to deliver statutory housing functions and support the implementation of new legislation, including the Renters' Rights Act 2025.
Key Responsibilities
- Lead and manage the Private Sector Housing team, overseeing enforcement, licensing and housing standards functions.
- Deliver statutory duties under the Housing Act 2004, including HHSRS inspections, licensing schemes and enforcement activity.
- Lead on the implementation of the Renters' Rights Act 2025, ensuring the service remains compliant with changing legislation and regulatory requirements.
- Manage complex enforcement cases, including Civil Financial Penalties, Rent Repayment Orders, prosecutions, landlord banning orders and other regulatory interventions.
- Oversee mandatory, additional and selective licensing schemes, supporting the development and expansion of licensing programmes.
- Manage inspection programmes, empty homes initiatives, property standards and tenancy-related investigations.
- Develop and implement service improvements, policies and operational procedures to enhance performance and deliver excellent outcomes for residents.
- Monitor service performance, analyse data and produce reports for senior management, ensuring key performance indicators and statutory obligations are achieved.
- Manage budgets, resources and workforce planning to deliver an efficient, value-for-money service.
- Build effective partnerships with Legal Services, Planning, Building Control, Fire Service, Police and other key stakeholders.
- Provide expert technical advice and guidance to senior leaders, elected members and operational teams on all aspects of private sector housing legislation and enforcement.
- Lead, coach and develop a high-performing team, promoting a culture of continuous improvement and excellent customer service.
- Significant experience managing Private Sector Housing, Housing Standards or Environmental Health services within a local authority or similar housing organisation.
- Extensive knowledge of the Housing Act 2004, Housing Health and Safety Rating System (HHSRS) and private sector housing legislation.
- Strong understanding of the Renters' Rights Act 2025, licensing regimes and regulatory enforcement.
- Experience leading complex investigations, enforcement action and legal case preparation.
- Proven experience managing teams, budgets, service performance and organisational change.
- Strong leadership, communication and stakeholder management skills, with the ability to influence at all levels.
- Excellent analytical and problem-solving skills, with experience using performance data to drive service improvement.
