Are you an experienced Private Sector Housing Enforcement Team Leader looking for your next London Borough contract?

I'm working with a London Borough that is looking to appoint an experienced Team Leader to manage its Selective Licensing Enforcement Team on an initial three-month contract.

This is a leadership-focused position within a busy Private Sector Housing service. You will oversee a team of officers responsible for selective licensing investigations, property inspections, landlord compliance and formal enforcement action.

The successful candidate will provide day-to-day operational leadership, manage team performance and ensure that complex Private Sector Housing enforcement cases are progressed effectively. You will also support the delivery of the borough's selective licensing scheme, helping the service achieve its licensing, compliance and enforcement objectives.



Your responsibilities will include:

  • Managing a team of Private Sector Housing Officers, Licensing Officers and Enforcement Officers.
  • Overseeing the operational delivery of the borough's selective licensing scheme.
  • Allocating and reviewing Private Sector Housing enforcement cases across the team.
  • Monitoring workloads, performance, KPIs and case progression.
  • Providing technical guidance on selective licensing, housing conditions and landlord non-compliance.
  • Reviewing complex investigations and ensuring appropriate enforcement action is taken.
  • Supporting officers with Housing Health and Safety Rating System inspections.
  • Advising on Category 1 and Category 2 hazards under HHSRS.
  • Reviewing statutory notices prepared under the Housing Act 2004.
  • Overseeing Civil Penalty Notices, prosecutions, tribunal cases and other formal enforcement action.
  • Ensuring evidence, witness statements and case files meet the required legal standards.
  • Managing escalated complaints involving landlords, tenants and managing agents.
  • Working closely with legal services, senior managers and internal partner teams.
  • Producing performance reports and providing updates on selective licensing activity.
  • Supporting the development of procedures, operational processes and enforcement policies.
  • Coaching and developing officers to maintain a consistent and effective enforcement approach.


The ideal candidate will have:

  • Previous Team Leader, Principal Officer or Senior Officer experience within a Local Authority.
  • Demonstrable experience managing a Private Sector Housing enforcement team.
  • Direct experience delivering or managing selective licensing schemes.
  • Strong knowledge of selective licensing legislation and the Housing Act 2004.
  • Extensive experience of housing enforcement within the private rented sector.
  • A strong understanding of HHSRS and Category 1 and Category 2 hazards.
  • Experience reviewing statutory notices, Civil Penalty Notices and prosecution files.
  • The ability to manage team performance, workloads and operational priorities.
  • Experience supporting officers with complex enforcement investigations.
  • Confidence working with senior stakeholders, legal teams, landlords and elected members.
  • A relevant Environmental Health, Housing or enforcement qualification would be desirable.

This is an excellent opportunity for an experienced Private Sector Housing Enforcement Team Leader, Selective Licensing Team Leader or Principal Private Sector Housing Officer to join a London Borough and lead the delivery of an important licensing and enforcement programme.

The contract is initially for three months, paying £60-£65 per hour, with hybrid working and the potential for further extension.
